REENTRY SIMULATION “In their Shoes”

Reentry Simulation is designed to illustrate an ex-offender’s exhaustive journey to self-sufficiency and to highlight the barriers that may contribute to feelings of helplessness and defeat. Understanding their experiences and needs can be key to our ability to assist clients as they try to complete court-ordered obligations and prioritize tasks in their day-to-day life. Participants assume the role of an ex-offender and perform tasks over four 10-minute sessions, each representing one week, encountering challenges like those faced by ex-offenders. By the end of the simulation, participants will have experienced a month in the life of someone recently released from a long stay in prison. The simulation suggests that the ability to navigate "the system" may be influenced or altered by “us,” the helpers, and our actions can be a primary factor in the relationship between resiliency and recidivism. The Reentry Simulation was created by federal probation, social services, and treatment providers in a Reentry and Resources Work Group in Missouri. Presenting states have hosted simulations and participants have included probation, parole, community supervision, and correctional officers as well as gubernatorial and legislative research staff, court employees, and treatment providers. The training has been reported as being impactful and “eye opening” and it has allowed of us to discuss system challenges and to share information on how probation and parole and its partners are responding to these challenges.

SESSION PRESENTERS

Rebecca Barker
Assistant Director-Division of Reentry Services, KY Department of Corrections


Rebecca Barker is the Assistant Director for the Kentucky Department of Corrections (KDOC)-Division of Reentry Services. She oversees both institutional and community reentry efforts across the state. Ms. Barker began her 14-year career with the KDOC in adult institutions where she held positions as case manager and unit director.


Shanda Breed
Program Manager, AZ Supreme Court/AZ Administrative Office of the Courts


Shanda Breed has worked in the field of probation for the past 18 years. She began as an intern at the Bexar County Juvenile Probation Department in San Antonio, Texas, then served over 15 years in Northern Arizona for the Navajo County Adult and Juvenile Probation Department. Positions held included Juvenile Predisposition/Adult Presentence Investigator, both Juvenile and Adult Standard and Intensive Probation Officer, Field Supervisor, Deputy Chief Probation Officer, and Chief Probation Officer. Her work included implementing Arizona’s first defensive tactics training curriculum and first firearms training curriculum, and implementing evidence-based practices training and policy throughout Northern Arizona. She is currently the program manager for Arizona Adult Probation Services which provides training and services to Arizona’s county probation departments and courts. Ms. Breed's current work includes a focus of implementing reentry efforts statewide, collaboration with tribal entities, highlighting rural practices, and enhancing the AmeriCorps volunteer grant.


Erica Lea Hargis
Division Director, KY Department of Corrections


Erica Hargis is the Director for the Kentucky Department of Corrections (KDOC)-Division of Probation and Parole. Mrs. Hargis has 12 years of criminal justice experience, including probation and parole, reentry, and pretrial services. Mrs. Hargis has served in multiple roles in the KDOC and holds a Master’s degree from the University of Louisville with a concentration in Justice Administration.


Kristin Harrod
Director, Division of Reentry Services, KY Department of Corrections


Kristin Harrod is the Director of the Kentucky Department of Corrections (KDOC)-Division of Reentry Services. Mrs. Harrod oversees staff in both institution and community that focus on reentry efforts for the justice-involved population. She began her 13-year career with the KDOC as a correctional officer and has held various positions throughout the department including positions within the Division of Probation and Parole.


Steve C Turner
Assistant Director-Division of Probation and Parole, KY Department of Corrections


Steve Turner is the Assistant Director for the Kentucky Department of Corrections (KDCO)- Division of Probation and Parole. He oversees the central office operations which includes various sections across the state. Mr. Turner began his career with the KDOC as a correctional officer and has since held various positions in his 14-year tenure.


Kathy Waters
, AZ Supreme Court/AZ Administrative Office of the Courts


Kathy Waters has over 35 years of criminal justice experience. She began her career with the Oklahoma Department of Corrections as a probation and parole officer. She served in numerous capacities for the next 17.5 years including district supervisor of Western Oklahoma and deputy director of probation/parole and community corrections. She has served as the Division Director of the Adult Probation Services Division for the Administrative Office of the Courts, Arizona Supreme Court since January 2001. Ms. Waters has led the initiative of evidence-based practices in probation and pretrial in the state of Arizona. Her recent awards include the George M. Keiser Award from the National Association of Probation Executives for exceptional leadership and the Susan M. Hunter Award from the Association of Women Executives in Corrections. She has an Associates of Science Degree from Tulsa Junior College, and a Bachelor of Science in Business Administration and a Master of Science Degree in Criminal Justice Administration from Northeastern State University.
