The session will focus on best practices and case studies illustrating effective implementation of victim notification programs, emphasizing stakeholder collaboration, leveraging technology, and ensuring compliance with legal requirements. Participants will be equipped with actionable knowledge to maximize the impact of victim notification initiatives in their communities. Recent legislation has introduced sophisticated victim notification systems, providing real-time alerts and crucial information to those affected by domestic violence. These systems offer new avenues to safeguard and empower victims, enhancing their ability to make informed decisions and access timely resources. However, the effectiveness of these programs hinges on more than just cutting-edge technology; it calls for the active collaboration of law enforcement, social services, advocacy groups, and the broader community. During this session we will review the implementation of the Tiffany Hill Act (SB 5149) in Washington and the Debbie and Marie Domestic Violence Protection Act (HB 2692) in Tennessee and how they are supporting victims of domestic and intimate partner violence. This session will include industry experts from the legislative and investigatory levels to discuss how victim notification can and should be utilized. In addition, this session will include a short demo of the technology that is available to correlate the capabilities and limitations of using victim notification. In addition, we will review information on grant funding for your programs and what previous grants have provided.

SESSION PRESENTERS

Scott Evans
Solutions Engineer, SCRAM Systems


Scott Evans serves as a Solutions Engineer at SCRAM Systems, collaborating closely with the Product and Business Development teams. He holds a Bachelor of Science in Business Administration from the University of Central Florida. Scott initiated his career in the public safety sector as a Sales Manager at Smart Start in Florida, transitioning to Electronic Monitoring in 2023. He joined SCRAM Systems at the beginning of 2025, fulfilling a pivotal role supporting the Sales and Products teams as a technical expert. His responsibilities encompass facilitating new business acquisition, overseeing new program implementation, and conducting ongoing product and software training. Scott engages with diverse clientele, encompassing government and private sectors both nationally and internationally.


Brent Leonard
President, Ohio AMS


Brent Leonard began his career at Ohio AMS in 2010 as an Operations Specialist and has since held multiple leadership positions, including Sales Manager, Director of Sales and Marketing, Executive Vice President, and now President. In his current role, Brent oversees company operations and strategic direction, working closely with department directors to set business goals, manage financial performance, maintain key relationships, and ensure compliance with legal and regulatory standards. Brent is deeply committed to fostering a strong company culture rooted in its core values of compassion, transparency, integrity and innovation. He believes that aligning business objectives with these values ensures that every decision is made in service of Ohio AMS’s customers—with integrity, purpose, and consistency. This approach not only drives meaningful progress but also builds lasting trust with the communities the company serves. Before joining Ohio AMS, Brent spent 11 years in the airline industry as a commercial pilot. His expertise in systems, procedures, risk management, team leadership, and operational discipline has brought a unique and valuable perspective to his leadership at Ohio AMS over the past 15 years. Combined with comprehensive training from SCRAM Systems and hands-on experience supporting courts in Ohio, Kentucky, and Tennessee, Brent has helped develop evidence-based, client-focused programs tailored to the needs of justice partners across the region.


Cody Page
COO, Offender Management Services


Cody Page is the Chief Operating Officer at ProntoTrak Monitoring Solutions, where he keeps daily operations running smoothly while helping shape the company’s long-term strategy. With over 17 years in community corrections, Cody has partnered with agencies across the country to roll out and manage alcohol and location monitoring programs that truly work. Known for his deep knowledge of electronic monitoring, Cody has served as an expert witness in courtrooms nationwide, speaking to the effectiveness of GPS and transdermal alcohol monitoring. He’s also a regular speaker for city, county, and state agencies, sharing practical insights on tools like SCRAM CAM and location-based supervision. Cody’s real passion is helping people in the field use technology to improve outcomes and enhance public safety—which is why he’s become a trusted go-to in the world of community corrections.


Jon Ridge
Director, Washington County Probation


Jon T. Ridge currently is the Director of Probation Services beginning in August of 2024 for the 27th Judicial District of Pennsylvania. He was hired as a Probation and Parole Officer for Washington County in 1993. In 1997 he was promoted to a Probation Officer II as a trainer. In 2000 he was promoted to the role of Supervisor. In 2007, he was named Assistant Chief Probation Officer, and in 2015 was appointed Chief Adult Probation Officer by President Judge Katherine B. Emery. The umbrella of the Probation Services Department operations functions includes Adult Probation, Adult Parole, Juvenile Probation, Pretrial Services, Booking Center Services, Electronic Home Monitoring, drug testing applications, and the Washington County DUI Program. He is also the DUI Coordinator for Washington County, Pennsylvania. During his tenure in the Community Corrections field Jon has performed many different tasks. He is a certified defensive tactics instructor, firearms instructor, Alcohol Highway Safety School instructor, and as a Crisis Negotiator with the Washington County Regional SWAT Team. He has been involved with almost all aspects of the criminal justice system on both rehabilitative fronts as well as enforcement aspects. He has successfully drafted over a dozen state and federal grant applications, and has been at the forefront of several progressive advances within the local criminal justice infrastructure. Jon is a frequent speaker on issues within the criminal justice system. He is presently an adjunct instructor for Waynesburg University since 2005 and for Penn West University at California since 2006 in each of their respective criminal justice programs. Jon is a lifelong competitor and devotee of the sport of wrestling; in addition, he won the Mr. Pittsburgh bodybuilding competition in 2000. He is an avid runner, completing seven marathons to date and one ironman triathlon. He is the father of one daughter, Hannah Ridge.
