This workshop, sponsored by the National Association of Service Providers, will provide an overview of the association’s mission and highlight how government agencies, manufacturers, and private service providers can collaborate to present a unified voice on topics related to offender monitoring. The session will also cover the association’s best practice guidelines, available training opportunities, and forthcoming accreditation programs for service providers. Additionally, attendees will have a unique opportunity to take photographs with the actual Tommy Gun used in the St. Valentine’s Day Massacre. Representatives from the Berrien County Sheriff’s Department will be present to discuss the historical significance of the firearms and facilitate this interactive experience for participants.

John Hays
President, JSG/A 2nd Chance Monitoring
John Hays is a national leader in the electronic monitoring industry and currently serves as President of the National Association of Service Providers, an organization he conceptualized to bring greater structure, accountability, and consistency to the field. In this role, he is leading the development of best practices, certification standards, and a unified voice for agencies delivering monitoring services nationwide. With extensive experience overseeing large scale monitoring operations and working directly with courts, law enforcement, and treatment programs, John brings a practical, results driven perspective to the challenges agencies face every day. He has played a key role in advancing innovative approaches to compliance monitoring, data utilization, and victim safety. John is a frequent speaker on industry standards, operational efficiency, and the future of electronic monitoring, with a focus on raising the level of professionalism and consistency across providers.
Brent Leonard
President, SCRAM Systems
Brent Leonard joined Ohio AMS in 2010 as an Operations Specialist and has advanced through multiple leadership roles to become President. He now oversees operations and strategy, guiding business goals, financial performance, and key relationships while ensuring regulatory compliance. Brent emphasizes a culture of compassion, transparency, integrity, and innovation, aligning decisions with the needs of Ohio AMS’s customers. Prior to Ohio AMS, he spent 11 years as a commercial pilot, bringing strong expertise in leadership, risk management, and operations, along with extensive experience supporting courts across the region.
David Scheppegrell
Senior Vice President, JSG/A 2nd Chance Monitoring
David Scheppegrell serves as Training Director for the National Association of Service Providers, where he leads the development and delivery of webinars and professional training programs for the electronic monitoring industry. He also holds leadership roles as Senior Vice President at Sentinel Offender Services and Vice President of Business Development at JSG Monitoring. A nationally recognized expert in offender monitoring, David brings more than 40 years of law enforcement experience, including over two decades specializing in GPS monitoring technologies. His extensive background and leadership have made him a trusted authority in advancing best practices and innovation within the field.
