John Hays is a nationally recognized authority in electronic monitoring, criminal justice innovation, and public safety technology. He serves as the President of JSG Monitoring, a nationwide electronic monitoring provider based in Michigan, and is the Founder of the National Association of Service Providers (NASP)—a professional body representing and certifying electronic monitoring service providers across the United States. Since 2013, John has built a career around strengthening the integrity, efficiency, and fairness of court-supervised monitoring programs. He has forged strong partnerships with courts, sheriff’s offices, probation departments, and correctional agencies at all levels of government, helping implement data-driven supervision models that reduce recidivism, enhance public safety, and lower taxpayer costs. His work includes nationwide consulting on testing methodology, technology admissibility, monitoring policy, and system accountability. Through his work at NASP, John is also leading the development of national certification standards and best practices for electronic monitoring providers to ensure ethical, consistent, and transparent service delivery across jurisdictions.

Brent Leonard began his career at Ohio AMS as an Operations Specialist in 2010. Since 2010, Brent has served Ohio AMS in many roles as a Sales Manager, Director of Operations and Director of Sales. Now, as Executive Vice President, he is responsible for overseeing all business operations of Ohio AMS, working closely with all department heads to ensure Ohio AMS meets its goals and manages its risk. Additionally, Brent is tasked with focusing the company on growth opportunities and exploring new technologies to serve additional markets across the region. Prior to joining Ohio AMS, Brent spent 11 years in the airline industry as a pilot. His experience with systems, process and procedures, risk management, team leadership, and organization has brought a unique perspective to the leadership of Ohio AMS over the last 13 years. These skills and experiences, along with the training from SCRAM Systems and over a decade of working closely the courts in Ohio, have given Brent the ability to develop problem solving programs with Ohio AMS’s customers that adhere to evidence-based practices.

David Scheppegrell is a nationally recognized expert in offender monitoring with more than 40 years of law enforcement experience and over 20 years specializing in GPS and electronic monitoring technologies. He serves as Senior Vice President of Sentinel Offender Services, Vice President of Business Development for JSG Monitoring, and Training Director for the National Association of Service Providers (NASP). David has been qualified as an expert witness in offender monitoring by local, state, and federal courts and is widely recognized for his expertise in electronic monitoring, courtroom testimony, and offender supervision best practices.
