Integrating a Brain Injury Informed Approach to Support Clients and Improve Supervision Outcomes

Research indicates 40-90% of incarcerated individuals have a history of brain injury (BI) compared to 8% in the general public. Individuals with brain injury have recidivism rates of 69% compared to 37% for those without a brain injury. This presentation focuses on the intersectionality of BI and the justice system. We will share BI fundamentals including definition, symptoms and an evidence based screening approach. Attendees will learn simple strategies to support individuals with BI aligned with Risk Need Responsivity principles and overarching APPA Standards for Community Supervision. We will highlight a Veterans Innovation Court grant collaboration that resulted in the implementation of brain injury support within the DuPage County, Illinois Probation Department including screening and creation of a Motivational Interviewing and Brain Injury Guide. Research is beginning to illuminate that BI resource facilitation (case management) and simple strategies support better outcomes for this population. Join us to elevate your skillset!

SESSION PRESENTERS

Timothy McGavin
Deputy Director, DuPage County Probation & Court Services


Tim McGavin is a Deputy Director at DuPage County (IL) Department of Probation and Court Services, a position he has held since June, 2008. Tim is responsible for the day-to-day operations of adult casework functions including high risk Domestic Violence, Sex Offender, Substance Use and Mental Health teams and general Medium and Low risk. In addition, Tim oversees the Specialty Courts including Drug Court, Mental Illness Court Advocacy Program (MICAP) and Veterans Court. Tim began his career as a Youth Counselor at the Kane County (IL) Youth Home in 1991. He moved to the DuPage County Juvenile Detention Center as a supervisor until he transferred to adult casework in 2002. Tim supervised Presentence Investigations, High Risk and Interstate officers until promotion to his current position. In 2005 Tim became a certified trainer in the LSI-R assessment tool and when Illinois adopted the ORAS in 2018 he became certified training staff throughout the state. Tim’s involvement with NASHIA began with a training partnership in 2022 and the two agencies are now working together on a recently acquired grant focusing on creating a TBI informed workforce. Tim and his wife live in Oak Park, IL and are parents to three adult children.


Kelly Miller

Kelly Miller’s experience in the brain injury field began in 2020 as a Project Manager at MINDSOURCE, Colorado’s lead agency on brain injury. In that role Kelly supported the Colorado Advisory Council on Brain Injury, facilitated the creation of a new state plan on brain injury and managed multiple priorities related to the Administration for Community Living Brain Injury State Partnership Program Grant. Kelly Miller joined NASHIA in June 2024 in the role of Senior Manager for Technical Assistance. Kelly worked in the criminal justice field for ten years as a Probation Supervisor in Colorado’s 5th Judicial District. Her areas of expertise during that time included juvenile justice, sex offender supervision, victims rights, program quality assurance and motivational interviewing. Kelly also has twelve years of experience related to child welfare in roles ranging from Child Protection Caseworker to Supervisor and Executive Director.
