Professional Conduct and Ethics in Community Corrections: Protecting the Public’s Trust

Attendees at this workshop will participate in an interactive discussion of how performing their work in a professional and ethical manner promotes the public’s trust, as well as the impacts and consequences of violations of that trust. This presenter facilitated discussion will be informed through polling of the audience via smartphones. Unfortunately, misconduct does occur in this profession. Accordingly, this workshop will also provide attendees with an overview of the New York’s Peace Officer decertification requirements and processes, including the regulatory definition of misconduct; the employer’s reporting obligations to the NYS Division of Criminal Justice Services (DCJS), and more. Discussion and the aforementioned polling will be utilized to gather information regarding similar practices in other states. The workshop will conclude with a discussion of recommended best practices to promote professional and ethical performance of duties, organizational “guardrails” to be considered, and identification of needs for next steps and further guidance.

SESSION PRESENTERS
Gary Govel
Chief Consultant and Founder, Evolve Justice
Gary Govel recently concluded a career of over 33 years in public service. He served in the New York State Division of Criminal Justice Services (DCJS) Office of Probation and Correctional Alternatives (OPCA) for over 18 years, retiring as an Assistant Director. In that role, he managed the staff, projects, and initiatives of OPCA’s Adult Probation Operations, Juvenile Probation Operations, Alternatives to Incarceration/Pre-Trial, Training, and Fiscal & Administrative Management units. His direct assignments and responsibilities included the provision of guidance, training, technical assistance, and quality assurance support to New York’s 58 probation departments. Prior to joining DCJS, Gary served for over 15 years at the Albany County Probation Department where he progressed through the positions of Probation Officer Trainee, Probation Officer, and Senior Probation Officer, to the title of Probation Supervisor. His work as a Probation Supervisor included oversight of the Department’s Pre-Sentence Investigations Unit, Adult Supervision Units, Intensive Supervision Program, Pre-Trial Program, Warrant Squad, and Electronic Monitoring Program. His experience at ACPD also includes staff development, policy development, and Labor-Management matters. Upon his retirement, Gary launched Evolve Justice, through which he provides expert consulting services regarding community corrections and justice systems topics to agencies, organizations, businesses, and other stakeholders.
