Why do individuals repeatedly cycle through the justice system—even after intervention? This dynamic and thought-provoking session explores the real barriers to successful probation and parole compliance from the unique vantage point of the courtroom. Judge William Dawson and Chief Probation Officer Tierra Banks combine legal insight with behavioral science and lived system experience to break down the patterns, pressures, and systemic gaps that contribute to recidivism. Participants will gain a deeper understanding of the “Cycle Breaker Framework™”, a practical model designed to help justice professionals shift individuals from reactive patterns to intentional, structured transformation. This session goes beyond theory—offering actionable tools, intervention strategies, and mindset shifts that can be immediately applied in probation, parole, courtroom, and community settings.

Tierra Banks
Chief Probation Officer / Director of Probation, East Cleveland Municipal Court


Tierra Banks is a dynamic professional with a background in social work and a passion for fostering internal transformation. Holding certifications as a community health worker, grief recovery method practitioner, mother-daughter coach, and 200-hour yoga teacher, Tierra's journey from the cosmetology industry to her current leadership positions reflects her commitment to guiding individuals towards personal growth. In her role as Chief of Probation at the East Cleveland Municipal Court, Tierra employs unconventional and culturally responsive methods to support individuals on their transformational journeys. Simultaneously, she serves as the Founding Executive Director of the Mended Inc Foundation, dedicated to repairing fractured mother-daughter relationships. What began as a grassroots initiative has blossomed into a comprehensive organization with offerings such as workshops, coaching, and support groups. Tierra's innovative approach is evident in her creation of intellectual products and programs, including her book "Our Perfect Chaos" and the "Mended Inc" podcast. Her national client base attests to her ability to connect with diverse audiences, while her conferences provide a safe space for women to address emotional scars and foster healing. Beyond her professional endeavors, Tierra is deeply committed to community service, initiating projects like holiday COOPs to empower working-class families in need. Her unwavering dedication to restoring hope and dignity to marginalized communities underscores her profound impact. In both her professional and personal life, Tierra embodies sincerity, empathy, and a relentless drive to serve others. Married to Daniel Banks and a proud mother of two, Tierra's ultimate goal is to facilitate healing, instill hope, and contribute to the transformation of individuals and communities alike.


William Dawson
Judge, East Cleveland Municipal Court


Judge William L. Dawson is a yoga teacher, author, motivational speaker and the Judge of the East Cleveland Municipal Court. Judge Dawson has been featured in the national media Rolling Stone Magazine, CNN, Discovery ID, "Chaos in The Court TV Show", Court TV, Court Network, Local Fox 8 News, Channel 5 news, Channel 3 News, Breathe Magazine, Monarch Magazine and several more. Judge Dawson is a 500 hour certified yoga teacher and owner of The Yoga Lab Movement and Yoga Studio. Judge Dawson authored “The Legal Matrix, How the system is controlling your life” and its companion workbook. "The Legal Matrix" details how the system is trying to control you, “99 Problems. How Your Failures, Flops & Flaws Can Lead to Your Greatness” and “The Cycle Breaker. In 2023 he founded the School of Transformation as an online platform of leadership and transformative development. “Additionally, Judge Dawson creates workbooks, educational manuals and programs that are taught in his Court, organizations and area high schools and he is a respected speaker in the areas of Domestic Violence, Emotional Intelligence and Leadership. Judge Dawson has written more than 100 articles for The Call & Post, more than 50 articles for the Horizon Magazine, and his weekly “Dose of Positivity” email reaches thousands. He is also the founder of the Annie L. Dawson Foundation for Justice, Education & Achievement, which provides mentoring and scholarships for college bound students. The Dawson Foundation has held eight Cycle Breakers Conferences, five years of providing coats for and feeding needy families and has awarded more than $180,000.00 in scholarship for college bound students.
