Discussion will focus on evidence-based practices, the role of stable housing in prevention and relapse reduction, and the benefits of including recovery housing in supervision plans. Attendees will gain practical insight into funding, implementation, and outcomes showing how Oxford Houses support both public safety and rehabilitation.

Trenton James
Division Manager - Adult Services, Shawnee County Community Corrections
Trenton James is the Division Manager of Adult Intensive Supervision Probation Services for Shawnee County Community Corrections located in Topeka Kansas. Trenton possesses a B.A. of Science in Criminal Justice from Washburn University Topeka, Kansas and M. P. A. from the University of Kansas, Lawrence Kansas. Trenton is a dedicated public servant with over two decades of passionate work committed to juvenile and adult community based supervision with an emphasis on high-risk offenders. Trenton believes that transparency, compassion and professionalism are the catalyst to creating long-term changes that reduce recidivism and promote a positive, prosocial lifestyles in justice involved individuals.
Steven L Willis
Director, Shawnee County Community Corrections
Steve Willis is the Director of Community Corrections in Shawnee County, KS, with more than 20 years of experience. He has led programs that improve rehabilitation and reduce recidivism, supported by his strengths in grant writing and data analysis. Steve has improved agency policies, strengthened strategic planning, and advanced quality assurance efforts. He has served on the Community Corrections Advisory Council and the Corrections Advisory Committee, and he is currently the Vice President of the Kansas Community Corrections Association. His collaborative leadership has helped agencies across Kansas adopt effective, evidence based practices, leaving a lasting impact on the Kansas Department of Corrections and community partners statewide.
