What if your strategic plan wasn't developed for your employees—but with them?
Using Alameda County Probation Department's Vision 2030 as a case study, this presentation demonstrates how leadership engaged staff, clients, youth, and community partners at every stage of the strategic planning process to build trust, increase participation, and create lasting ownership. Participants will learn practical strategies for marketing the process, leveraging informal leaders, designing inclusive engagement, organizing ideas for implementation, and transforming feedback into meaningful action.
Attendees will leave with a "10 Best Practices for Building a Strategic Plan People Believe In" handout and a repeatable framework they can adapt to engage their own workforce and stakeholders in developing strategic plans that inspire collaboration, strengthen commitment, and drive successful implementation.

SESSION PRESENTERS
Jannet Bonilla
Probation Specialist, Alameda County Probation
With a strong foundation in administrative support, Jannet Bonilla brings over 10 years of public sector experience and serves as the current Probation Specialist with Best Practices and Innovative Strategies at the Alameda County Probation Department. She holds expertise in evidence-based practices within justice involved and community-focused systems. Jannet brings a strong track record of supporting organizational effectiveness through strategic administrative leadership, professional development, and cross-functional collaboration.
Throughout her career she has supported executive leadership in critical operation functions, contributed to initiatives grounded in evidence-based approaches, and supported restorative justice programs that empower rehabilitation. Jannet holds a Bachelor of Science in Criminal Justice Administration from California State University, East Bay and received Certification in Evidence Based Leadership from Joyfields Institute. She is currently pursuing a Master’s degree in Public Administration, further strengthening her commitment to advancing equitable, effective systems and driving meaningful outcomes for the communities she serves.
Estial Lett
Unit Supervisor, Alameda County Probation
Estial began her career as the Administrator of the Court Appointed Attorneys Program before joining the Alameda County Probation Department in 2015. She has served in adult investigations and supervision and was promoted to Unit Supervisor of the Best Practices & Innovative Strategies Unit in 2023. She currently serves as the Acting Division Director of the Best Practices & Innovative Strategies and Professional Development Units, where she leads strategic initiatives that advance evidence-based practices, innovation, and workforce development.
A dedicated advocate for professional learning, Estial is a certified instructor for COMPAS, the Women's Risk/Needs Assessment, Motivational Interviewing, and Thinking for a Change. She is committed to implementing evidence-based practices with fidelity to strengthen staff performance and improve outcomes for justice-involved individuals and the communities they serve.
Estial holds a Bachelor of Arts in Criminal Justice from San Francisco State University and a Master of Public Administration from California State University, East Bay. In 2021, she earned certification as an Evidence-Based Practitioner through the Joyfields Institute.
