From Concept to Impact: Implementing Statewide Digital Supervision in Arizona

What does it really take to roll out a statewide digital supervision platform? In this interactive session, leaders from the Arizona Administrative Office of the Courts (AOC) and Reconnect will share their experience implementing a comprehensive supervision platform across probation, pretrial, and treatment courts in 39 programs across 12 of Arizona’s 15 counties—serving more than 2,300 clients so far, with continued expansion underway. You'll hear from: Amy Champeau (Adult Probation Services Division) on how Arizona is using Reconnect to improve supervision and reduce technical violations in both probation and pretrial programs; Krista Forster (Treatment Courts) on how the platform supports client accountability, engagement, and data-driven decision-making in treatment court settings; and Kimberly Brown (Reconnect) on the boots-on-the-ground work of supporting implementation, overcoming barriers, and building buy-in from staff to leadership. Then we’ll turn the conversation to you. Attendees will work through real-world implementation scenarios—from tech hiccups to staff resistance to figuring out when technology isn’t the right tool—and come back together for a lively group discussion. Whether you're curious about what digital tools can (and can’t) do, or planning your own tech rollout, you’ll leave with practical insight, hard-earned lessons, and a clearer picture of how to lead successful innovation in your own jurisdiction.

Her expertise in strategic planning, leadership, and team building, complemented by her in-depth knowledge of customer service and agile problem solving, has equipped her to significantly contribute to the organization's mission. Amy Champeau
Education Specialist, AZ Supreme Court/AZ Administrative Office of the Courts
Amy Champeau has served the Arizona Supreme Court for over 20 years, where she currently leads statewide initiatives as a Program Specialist with the Adult Probation Services Division. With a background in project and program management, Amy brings deep expertise in change management, policy implementation, and continuous process improvement. She has played a central role in Arizona’s strategic use of digital tools to enhance community supervision outcomes across probation and pretrial programs. Amy holds a B.S. from the University of Connecticut and an MBA from the University of Phoenix.
Krista Forster
Programs Specialist, AZ Supreme Court/AZ Administrative Office of the Courts
Krista Forster is a Program Specialist with the Arizona Supreme Court, where she supports treatment courts across the state in enhancing engagement, accountability, and outcomes for justice-involved individuals. With a Master’s degree in Public Administration from Northern Arizona University and a B.S. in Justice Studies from Arizona State University West, Krista brings extensive experience in public policy, program management, and training. Her work focuses on supporting evidence-based practices and improving service delivery for treatment court participants through innovative tools and collaborative strategies.
Julie Wright
Director of Special Projects, Reconnect, Inc
Julie Wright is a senior leader at Reconnect, where she serves as Director of Special Projects with a focus on research, strategic communication, and cross-functional project development. With a background in writing, data analysis, and systems research, she helps courts, supervision agencies, and academic partners translate evidence-based practices into actionable strategies. Julie has led the development of tools and resources that support effective supervision, improve staff efficiency, and foster better outcomes for clients. She also plays a central role in synthesizing data and feedback to inform both product innovation and program improvement. In addition to her development work, Julie regularly facilitates strategic conversations with diverse stakeholders—from program staff to state leadership—helping teams align around shared goals and navigate complex implementation environments. Based in North Carolina, she is passionate about building collaborative, people-centered solutions that drive meaningful and lasting change within the criminal justice system.
