Driving Client Engagement to Reduce Absconding and Revocation is a community corrections guide in creating an environment between departmental culture, policy and procedure, supervision practices, data, and performance expectations to improve outcomes for probationers and parolees by increasing successful discharges from supervision and reducing revocations. This workshop invites the audience into the room with supervision agency leaders from statewide leadership, as they share the impact of their partnership upon outcomes across supervision practices. Missouri Probation and Parole invites attendees to consider a results-based approach to develop evidence-based practices in their respective agencies, communities, and throughout the country.

SESSION PRESENTERS
Don Arias
Assistant Division Director, MO Department of Corrections Division of Probation and Parole
I have worked for the Department of Corrections, Division of Probation and Parole, for over 25 years. I currently hold the position of Assistant Division Director – Special Operations. In this position, my role is to provide oversight of the Divisions’ Interstate Compact Section, Arrest Team Section, Facilities Management, and 24 hour Command Center. This includes building relations with all relevant criminal justice areas and agencies across the State of Missouri, collaborating with various resource partners to develop effective program services, contract management, budget management, policy and procedure management/development, resource allocations, providing team member support, and budget administration. During my years of service, I have held the positions of Field Probation and Parole Officer, Field Unit Supervisor, District Administrator, TCSTL Superintendent, and Regional Administrator. I hold a Bachelor of Arts Degree from Saint Mary’s University, Winona Minnesota. I am certified Lean Six Sigma Green Belt.
Todd Schwent
Assistant Division Director, MO Department of Corrections Division of Probation and Parole
Todd Schwent is a graduate of Missouri State University. He started his career as a Probation & Parole Officer in 1996 and supervised a variety of caseloads. In 2005, Todd promoted to Unit Supervisor later overseeing the St. Louis County Treatment Court Program and assisting in the implementation of the DWI Court. In 2013, he promoted to District Administrator in St. Louis City overseeing the St. Louis City Treatment Courts and City Court Office. Todd later assumed the District Administrator role for the St. Louis County Court office prior to promoting in 2018 to the Northeast Regional Administrator. In 2019, he assumed the position of Assistant Division Director. Todd has chaired various committees and led implementation of new case management practices for the department. He created a Quality Control Unit within the Division of Probation & Parole and serves as a subject matter expert for the department as a Lean Six Sigma Green Belt. Todd has been instrumental in formulating changes regarding parole violation practices, serves as a trainer, assists in policy development and implementation, serves as the divisional legal and legislative liaison, and is a member of the Missouri Treatment Courts Coordinating Committee.
Chantelle Smith
Quality Control Manager, MO Department of Corrections Division of Probation and Parole
Chantelle Smith has worked for the Missouri Department of Corrections for over 25 years all within the Division of Probation and Parole. She has held the position of Probation and Parole Officer, Unit Supervisor, Quality Control Coordinator and currently serves as a Quality Control Manager. During her tenure, Chantelle has supervised a variety of caseloads and been involved in several initiatives, to include the development and implementation of the Missouri Offender Management Matrix (MOMM), the current Case Management model, and the Ohio Risk Assessment System (ORAS) Automation for the Department. She holds a Master’s Degree in Criminal Justice Administration and is a trainer within the Department on various topics to include Effective Case Management and Planning and the Violation Process. She provides ongoing support to line staff and management throughout Missouri to enhance the quality of our client supervision and increase successful outcomes.
