Sex Offender Probation with Specialized Conditions and the Use of an Electronic Storage Device Detection (ESD) K-9 for Searches

Sexual offender supervision in Westchester County incorporates specialized conditions designed to enhance community safety, ensure probationer accountability, and promote therapeutic progress. In this discussion, we will explore some of these key concepts and how they are effectively implemented. Additionally, one of our most valuable supervision and monitoring tools is the Electronic Storage Device Detection K-9. This workshop will feature a presentation by K-9 Nacho and his handler, SPO Denaro, which will include Nacho locating several different types of hidden electronic devices, such as microchips, SD cards, cell phones, and thumb drives.

SESSION PRESENTERS
Stephen Denaro
Supervising Probation Officer, Westchester County Probation
SPO Stephen Denaro (#34) began his probation career assigned to the Yonkers General Field Supervision Unit. He was both an Officer and Supervisor in the Department’s DWI enforcement unit, successfully helping to facilitate numerous Victim Impact Panels. He graduated from Connecticut State Police’s K-9 academy and is the current handler for K-9 Nacho, the only electronic storage detection dog in Westchester County, and one of less than 10 in NYS. Steve is a NYS DCJS certified Instructor.
Amanda Flores
Probation Officer, Westchester County Probation
Amanda Flores (#281) began her Probation career in 2009 in the Family Court Bureau, where she worked with Persons in Need of Supervision (PINS) and juvenile delinquency cases. Amanda was subsequently assigned a specialized caseload supervising juvenile sex offenders before being reassigned to the adult criminal court Sex Offender Unit. In the past, Amanda worked as an aide in the District Attorney’s Special Prosecutions Bureau, helping with child abuse cases, including child sex abuse. She has also volunteered as a rape crisis hotline counselor.
Leonard Spano
Probation Officer, Westchester County Probation
PO Leonard Spano (#444) has worked as a Probation Officer for almost 20 years, nine of which have been with the Westchester County Department of Probation’s Sex Offender Unit. Before being assigned to the Sex Offender Unit, Leonard worked in various units within the Department, including the Family Court Bureau and the High-Impact Gang and Gun Unit. Prior to becoming a Probation Officer, Leonard was a licensed school counselor.
