Managing absconders across jurisdictions remains one of the most complex challenges in community supervision. Recent revisions to the Interstate Compact rules redefine “absconding,” expand investigative requirements, and introduce flexibility in retaking decisions—marking a shift toward a more collaborative and individualized approach. This session will examine the new absconder framework, effective April 2026, including the updated definition of “abscond,” required investigative activities, and options for states to agree on alternatives to mandatory retaking. Participants will explore how these changes affect operations, ICOTS workflows, and compliance while balancing public safety, accountability, and resource efficiency. An interactive discussion will highlight best practices and strategies for successful implementation that protect communities and support positive supervision outcomes.

Suzanne Brooks
Education and Implementation Manager, Interstate Commission for Adult Offender Supervision
Suzanne Brooks is the Education and Implementation Manager for the Interstate Commission for Adult Offender Supervision (ICAOS), bringing over 22 years of experience in the field of corrections. Her career began as a Parole Officer in the State of Ohio, where she advanced to the rank of Deputy Superintendent of the Ohio Adult Parole Authority. At ICAOS, Suzanne leads national training efforts and plays a key role in implementing new initiatives that enhance supervision practices and promote public safety. She is passionate about advancing evidence-based strategies, building stakeholder engagement, and fostering cross-jurisdictional collaboration to support successful offender reentry.
Jeremy James Vukich
Regional Manager of Programming for Field Services/ Compact Commissioner, WY Department of Corrections
Jeremy Vukich graduated with a degree in Criminal Justice from Bemidji State University in Minnesota. Jeremy began his career with the Wyoming Department of Corrections in 2003 and during his employment was privileged to have the unique experience of holding a broad range of positions in both the Prison and Field Services Divisions. He began working at the Wyoming Honor Farm in the capacities of a correctional officer, case manager and reentry case manager. Mr. Vukich transferred to the Field Services Division in 2008 as a reentry coordinator and was promoted to the role of District Manager for Fremont County Wyoming in 2010. He was selected as a Regional Manager to provide oversight to District Offices across the State in 2016. In 2022 he assumed his current role as Regional Manager of Programming for Field Services, which includes the role of Compact Commissioner.
