Drug testing in community corrections is a surveillance tool with significant impact for both people under supervision and for those who staff supervision agencies. Corrections leaders and professionals see drug testing as an important tool to increase community safety. But like many standard field practices, the effectiveness of testing on drug use and criminal recidivism remains understudied. This session aims to fill gaps in the literature with findings from a mixed-methods study of drug testing policy and practice across the United States. Findings shed light on the current drug testing landscape, and how community corrections professionals conceptualize the benefits and drawbacks to current practice. We use these data to assess the field’s appetite for innovation and to explore next steps toward building evidence on the utility of drug testing.

Executive Director, Institute for Community Health


Sarah Jalbert, PhD., is the Executive Director of the Institute for Community Health, a non-profit research and evaluation organization in Massachusetts. She has led or contributed to dozens of studies that examine community supervision and reentry practices, behavioral health and violence prevention interventions in the criminal justice system, and equitable access to behavioral health care for justice-involved young people.
