Community Partnerships for Behavioral Change and Violence Reduction

Partnerships in the community serve behavioral change and violence reduction. For community-supervision agencies, these partners are often thought of as treatment or social-service providers. But partnerships with other public-safety agencies can reduce community violence and promote behavioral change in the people we supervise. In Cedar Rapids, Iowa, the community-supervision agency partners with the police, prosecutor’s office, federal authorities, and service agencies to combat gun violence and reduce recidivism among gun offenders, from pretrial through parole. This workshop will relate how the partnership works in Cedar Rapids and in other communities with similar approaches. An activity will help workshop participants assess their own partnerships and develop a plan to increase partnerships in their jurisdiction.

Jonathan Kulick
Program Manager, Johns Hopkins Univ.


Jonathan Kulick, PhD, is a program manager in the Johns Hopkins University School of Government and Policy and co-director of the Swift Certain Fair Resource Center. He manages a portfolio of technical-assistance and research projects in drugs, crime, and governance.


Silje Lynne
High Risk Unit Officer, PPOIII, 6th Judicial District Department of Correctional Services


Silje Lynne is a High Risk Unit officer in the 6th Judicial District, Department of Corrections, in Cedar Rapids (Iowa). She coordinates the Welcome and Resource Notification (WARN) program and is the agency's representative in the local Group Violence Intervention (GVI) program, collaborative initiatives among local law enforcement, adult and juvenile probation, the US Attorney’s office, county prosecutors, and community-based organizations. She created a pretrial intensive-supervision program for young people with firearms charges and is a licensed Mental Health Counselor with 13 years of probation/parole experience.


Sandy Mullins
Co-Director, New York University, Marron Institute of Urban Management


Sandy Mullins, JD, is a Senior Research Scholar at NYU’s Marron Institute and co-director of the Swift Certain Fair Resource Center. She assists public-safety agencies and organizations serving justice-involved people in collaboratively designing and implementing reforms. Previously, she was Washington Governor Inslee’s senior policy advisor on public safety and government operations.
