Beyond Actuarial Risk Tools: Using Social Determinants to Improve Outcomes for Youth and Families

Modern risk assessments are the backbone of community supervision – but they are far from perfect. In this session, participants will learn how the Cook County Juvenile Court and Probation Services is building on the work of actuarial risk assessments by developing a framework called the Social Determinants of Probation. The training will demonstrate how the Social Determinants framework created by Cook County uses the principles of risk, need, and responsivity to address individual, family, and systemic barriers to success on supervision. The training will cover the history of the framework, how it is being implemented, determine how individual jurisdictions can implement this framework, and let participants use the current version of our assessment tool.

SESSION PRESENTERS

Martin A. Gleason
Deputy Chief Probation Officer, Cook County Juvenile Probation and Court Services


Marty Gleason began his probation career in 2000 in the Juvenile Sex Offender Unit, overseeing evaluation, treatment, and supervision of youth with sexually problematic behaviors. He supported the early use of actuarial risk assessments and participated in a study comparing traditional therapy with Multisystemic Therapy. In 2004, while providing direct services, Marty co-developed Cook County’s first youth and family outreach initiative—the Juvenile Advisory Council. He created the onboarding process, designed exit protocols, and mentored youth leaders. He also earned a Master’s in Information Systems from DePaul University. In 2017, Marty joined Cook County’s Office of Career Services, designing professional development courses on data literacy, ethics, public speaking, and IT. He joined the steering committee for a new electronic case management system, documenting processes and leading training efforts. Promoted to Supervisor in 2019, he guided the system’s transition during the COVID-19 pandemic. In 2021, as System Administrator Supervisor, he led court and community training, established protocols, and advanced organizational data literacy. In 2022, he launched the Social Determinants of Health team, work that contributed to his promotion to Deputy Chief in 2024. He lives in Chicago with his wife and their miniature Schnauzer, Schatzi.


Dr. Kisha Roberts-Tabb
Deputy Chief Probation Officer, Cook County Juvenile Probation and Court Services


Dr. Kisha Roberts-Tabb is the Deputy Chief Probation Officer for Cook County Juvenile Probation and Court Services, a Community Psychologist, and founder of Girls Night Out and Roberts-Tabb & Associates, LLC. A professional coach and certified CABC Biblical Counselor, she is known for her advocacy and leadership in addressing domestic sex trafficking, gender-responsive care, and youth justice reform. Dr. Roberts-Tabb was the first Human Trafficking/Gender Responsive/LGBTQ Specialist for Cook County Juvenile Probation. She has collaborated with local and federal agencies, including the FBI’s Operation Cross Country, to train providers and influence policy and legislation. She serves on several coalitions, including the Cook County Human Trafficking Task Force and the Chicago Coalition on Urban Girls. Her initiatives include the annual Girls Night Out anti-trafficking outreach and facilitation of national conferences and healing circles. She hosts the Prescribed by Dr. Tabb podcast and is the Co-Chair of Delta Sigma Theta Sorority, Inc.’s GEMS program. Dr. Roberts-Tabb has presented before the Congressional Caucus for Black Women and Girls and authored multiple publications centered on girl empowerment and trafficking prevention. She is a 2024 recipient of the Chicago Defender Women of Excellence Award.
