Probation is doing powerful work every day, yet much of it is unseen, misunderstood, or disconnected from public perception. At the Alameda County Probation Department, we have intentionally shifted our approach to strategic communications, moving beyond content-driven efforts to a storytelling model that shapes how our work is seen, understood, and experienced by staff, partners, and the communities we serve. This session introduces a practical, field-tested framework grounded in five core pillars: Start Within, Tell the Story, Make the Work Visible, Bring the Mission to Life, and Use What You Have. Supported by the C³ Model (Curiosity, Connection, Community), this approach centers meaningful engagement over content volume, recognizing that connection, not just communication, is what builds trust. Participants will leave with a clear framework and practical tools they can apply immediately, regardless of agency size, staffing, or resources.

SESSION PRESENTERS
Ezra Banuelos
Strategic Communications Executive Intern, Alameda County Probation
Ezra Banuelos is a Strategic Communications professional with the Alameda County Probation Department. His background in investigative reporting and public affairs stems from his time at the University of Oregon, where he earned his degree in Journalism and developed a passion for exploring the often-overlooked people in his community. His more recent work at the County has helped turn that passion into his profession. Ezra acts as the on-site photographer, videographer, and content editor for the Alameda County Probation Department, where he communicates the department’s mission and outreach through visual storytelling. Beyond his work with ACPD, he is also a freelance photojournalist, documenting Oakland’s charismatic community through its ups and downs. This perspective is reflected in the department’s social media pages, where the community is authentically represented.
Alicia Mitchell
Unit Supervisor, Alameda County Probation
Alicia Mitchell is the Division Director of Strategic Communications for the Alameda County Probation Department, where she leads efforts to strengthen internal culture, elevate community trust, and reshape how probation work is seen and understood. With 18 years of experience in probation and prior experience in healthcare and law enforcement settings, Alicia brings a systems-oriented approach to her work. She thrives in translating complex ideas into practical, scalable strategies that improve operations, strengthen alignment, and support measurable outcomes. Throughout her career, she has developed and implemented processes that increase efficiency, enhance compliance, and create sustainable improvements, including building tracking systems and workflow solutions, as well as supporting large-scale operational and communication initiatives. In her current role, Alicia leads a strategic shift from content-driven communication to a storytelling model rooted in visibility, connection, and impact. Her work bridges operations and communications, ensuring that messaging reflects real experiences, real people, and real results. Alicia is passionate about advancing the role of strategic communications in probation and equipping agencies with tools to communicate with clarity, purpose, and impact.
