Interrupting Violence: An Approach to Supervising the Highest Risk Individuals

This session will examine how the Ohio Department of Rehabilitation and Correction’s (ODRC) Adult Parole Authority assesses and responds to individuals who are identified as high risk to violently reoffend. ODRC has generated, piloted, and launched the statewide use of a Violence Predictor Risk Assessment (VPRA), a tool that complements the risk/need assessment. By the end of this session, participants will have a clear understanding of the VPRA and its role in enhancing community safety. Officers who are working directly with this high-risk population will share effective supervision strategies designed to mitigate harm. This session will conclude with a comparison of Ohio’s supervision responses for individuals identified as high risk, contrasted with those specifically assessed as high-risk for violent reoffending.

SESSION PRESENTERS

Aaron Carmichael
Parole Officer, Ohio Adult Parole Authority


Aaron Carmichael is a Parole Officer for the Ohio Department of Rehabilitation and Correction (ODRC). He is assigned a specialized caseload of individuals with the highest propensity for violence. With over 15 years of experience, he is a Field Training Officer, who regularly instructs new officers. He is an Anger Control Facilitator. He is certified in Crisis Intervention Team and RAMAN Spectroscopy. He serves as a mentor with the Professional Alliance of Correctional Employees. In March 2025, he was co-selected as a Parole Officer of the Month for the Franklin County Parole Region. He holds a Bachelor of Science degree and a Master of Science degree in Criminal Justice from Youngstown State University. He has published a master’s thesis in the Ohio Council of Criminal Justice Education journal.


Jessica Dennis Bradley
Superintendent, Ohio Adult Parole Authority


Jessica Dennis Bradley is the Superintendent for the Adult Parole Authority at the Ohio Department of Rehabilitation and Correction, where she works to improve the lives of supervisees by incorporating evidence-based practices and risk reduction strategies. She applies implementation science techniques to enhance parole operations statewide organizational culture. Jessica began her career with ODRC in 2000 as a Parole Officer in Cincinnati. In 2012, Jessica became the Assistant to the Deputy Director and worked on implementing sentencing reform legislation. In 2016, Jessica was promoted to the Deputy Director of Programming, Development & Evaluation, overseeing Reentry, Research, Religious Services, Education, Enterprise Development and Evidence Based Practices. Jessica obtained both her bachelor’s and master’s degrees in criminal justice from the University of Cincinnati where she worked as a research assistant.


Ashley Henschen
Parole Officer, Ohio Adult Parole Authority


Ashley Henschen is a dedicated Parole Officer with the Ohio Department of Rehabilitation and Correction, currently managing a specialized caseload of individuals with the highest risk of violent behavior. With over five years of experience in Probation and Parole, Ashley’s career has included roles in Veteran’s Treatment Court and Sex Offender Supervision. As a certified instructor, she teaches Use of Force, Defense Tactics/Subject Control, and both Adult and Pediatric First aid/CPR. In addition, Ashley plays a key role as a Field Training Officer (FTO), mentoring and onboarding new officers. In May 2024, she was honored as the Dayton Region’s Parole Officer of the Year for 2023. Ashley holds a Bachelor of Science in Criminal Justice and Criminology from Arizona State University and a Master of Science in Crime Analysis from Tiffin University. She also proudly served 4 years active duty in the United States Marine Corps.


Jessica Smith
Parole Program Specialist, Ohio Adult Parole Authority


Jessica Smith is a Parole Officer for the Ohio Department of Rehabilitation and Correction, who is currently managing a specialized caseload of individuals with the highest propensity for violence. She obtained a Bachelor of Science in Criminal Justice and Bachelor of Science in Psychology from Eastern Kentucky University. With over five years of experience in parole, Jessica previously served as a Parole Agent for the State of Indiana where she supervised a specialized caseload of sex offenders. Throughout her career, she has received specialized training in hostage negotiation, drug identification, and intelligence research and analysis. She is an active instructor in Use of Force and Defensive Tactics/Subject Control.
