Probation in Wartime Ukraine: Challenges, Adaptation and Building a Veteran-Responsive Probation System

Since the beginning of the full-scale invasion, the Ukrainian probation system has continued operating under extraordinary wartime conditions while adapting to new challenges affecting both staff and clients. This workshop will provide an overview of the Ukrainian probation system, the daily work of probation officers, and the operational changes introduced to ensure continuity of probation supervision during wartime. Particular attention will be given to the development of a veteran-responsive probation system, including changes in risk assessment, interagency cooperation, psychological support, and rehabilitation approaches for veterans returning to civilian life. Participants will gain practical insights into how probation services can remain resilient during crises while continuing to protect public safety, support rehabilitation, and strengthen probation practice.

Marharyta Potseluiko
Head of the International Cooperation Department, Center of Probation - Kyiv Ukraine


I was born on 28 November 1991 in Kropyvnytskyi, Kirovohrad Oblast, Ukraine. In 2014, I graduated from the Volodymyr Vynnychenko Kirovohrad State Pedagogical University, where I obtained a degree in Philology. In 2022, I graduated from the National Academy for Public Administration under the President of Ukraine, earning a Master's degree in Public Administration. I began my professional career in public administration at the Kirovohrad Regional State Administration, where I was responsible for the development of international cooperation and the region's external relations. Since 2021, I have been working at the Public Institution "Center of Probation". I currently serve as Head of the International Cooperation Division, where I am responsible for shaping and implementing the institution's international cooperation strategy. My work focuses on developing strategic partnerships with foreign counterparts, international organizations and donor institutions, coordinating international technical assistance, advancing international projects and representing the institution in initiatives aimed at promoting modern approaches and international best practices in probation. I am married and have a son.

Mykola Rudyk
Acting Director, Center of Probation - Kyiv Ukraine


Mykola Mykolaiovych Rudyk was born on 3 December 1978 in Kryvyi Rih, Dnipropetrovsk Oblast, Ukraine. After graduating from Secondary School No. 23 in Kryvyi Rih, he enrolled in the Kharkiv University of Internal Affairs in 1995 and graduated in 1999. In 2003, he continued his legal education at the National Academy of Internal Affairs, from which he graduated in 2004. Mr. Rudyk has built an extensive career within the Ministry of Internal Affairs of Ukraine, progressing from an operational officer to senior management positions. In addition to his practical experience, Mr. Rudyk has made a significant contribution to legal scholarship and higher education. He was awarded the academic degree of Doctor of Law in 2023 and was conferred the academic title of Associate Professor of the Department of Administrative Law Disciplines in 2025. In December 2025, Mr. Rudyk was appointed Deputy Director for Digital Development, Digital Transformation, and Organisational and Analytical Support of the Public Institution "Centre of Probation". Since 6 February 2026, he has been serving as the Acting Director of the Public Institution "Centre of Probation". Mr. Rudyk is married and has two daughters and one son.
