Reefer Madness: Responding to Marijuana Use When Marijuana is Legal

State legalization of marijuana, both for medical and recreational purposes, is increasing. Community supervision agencies and their criminal justice partners are faced with difficult decisions about how, or if, they change their responses to marijuana use for people on community supervision. This workshop will look at how states that have legalized marijuana have addressed this issue and share research and other resources to help jurisdictions who are examining their marijuana use restrictions and responses to use make informed decisions.

SESSION PRESENTERS
Peggy Carey
Swift, Certain, and Fair Coordinator, DeKalb County Court Services
Peggy Carey is the Swift Certain and Fair Program Coordinator at DeKalb County Court Services in Illinois. She has developed and implemented programs for juveniles and adults designed to manage client behavior, improve access to evidence-based interventions, and reduce future incarceration. Her work includes the management of stakeholders, guiding them through decision-making processes to collectively address challenges such as responding to client marijuana use post-legalization.
Dr. Jonathan Kulick
Co-Director, BetaGov
Jonathan Kulick, Ph.D., is the Deputy Director of Research and Programs at the NYU Marron Institute. He manages a portfolio of research and technical-assistance projects in crime, drugs, and governance. He has conducted research on community supervision, international drug-control policy, and narcotics trafficking. He was Director of Studies at the Georgian Foundation for Strategic and International Studies, an associate policy analyst at RAND, and a research scientist at IBM.
Sandy Mullins
Co-Director, New York University, Marron Institute of Urban Management
Sandy F. Mullins, J.D., is a senior research scholar at the NYU Marron Institute where she assists public safety-related agencies and organizations in collaboratively designing and implementing reforms. She has served WA State Governor Jay Inslee as a senior policy advisor. She was director of the WA Department of Corrections Office of Executive Policy and the executive director of the WA Sentencing Guidelines Commission.
