Intensive Session: Rewire CBT: A Trauma-Informed Approach to Cognitive Behavior Skill Building for Youth

Former and current leaders from judicial services, community intervention and law enforcement will present how a simplified version of CBT helps practitioners understand behaviors, including their own, and utilize awareness and skills for more effective interactions with the highest risk individuals being served by the criminal legal system, community, and law enforcement. The evidence that CBT helps people heal from trauma, build critical skills, and ultimately prevent crime – is abundant yet it is an intervention that is not accessible outside of clinical, institutional or therapeutic settings. Roca, in partnership with Massachusetts General Hospital, developed Rewire CBT, a flexible, trauma-informed approach to cognitive behavioral theory (CBT) skill building and has developed unique approaches equipping corrections, probation, law enforcement and community provides with the key concepts and tools to use in their everyday work. Roca has now trained over 3000 staff across juvenile and young adult probation and detention, corrections, community providers and police.

SESSION PRESENTERS

Dave Batchelor
Director, Rewire4, Roca Impact Institute


Dave brings a law enforcement career spanning 34 years to help develop Rewire4 for Law Enforcement. In 2023, Dave officially joined the Roca Impact Institute team as Director of Rewire4 and Senior Consultant for Police Partnerships. In his previous role as Captain of the Community Services Division, he worked closely with schools, residents, businesses, and community organizations to set priorities for the department. The unit’s main directive is to create a safe environment for the residents of Chelsea and those who visit or work here, and their School Resource Officer Program increases safety in schools and fosters an open dialogue between police and youth. In 2015, Captain Batchelor led the incubation of the nationally recognized Chelsea Hub, a multi-disciplinary approach to community safety and well-being that addresses individuals and families facing high levels of risk and mobilizes appropriate teams to intervene and mitigate risk. Batchelor holds a master’s degree in Criminal Justice and is a graduate of the FBI National Academy and the PERF Senior Management Institute for Police (SMIP).


Betsy Fox Tolentino
Managing Director, Juvenile and Young Adult Justice Initiatives, Roca Impact Institute


As the Managing Director of Juvenile and Young Adult Justice Initiatives, Betsy leads the scaling and capacity building of young adult justice projects with strategic regional and national partnerships. Betsy brings 18 years of experience focusing on criminal and juvenile justice advocacy, policy development, and building systems to meet the diverse needs of our communities. Her belief is that Rewire CBT provides the opportunity to build upon existing strategies, invest in justice system staff, and support positive behavior change to reduce violence in our communities. Betsy most recently served as the Maryland Department of Juvenile Services’ (DJS) Deputy Secretary of Community Operations where she focused on: changing the way young people, families, and stakeholders experience justice system interventions; mitigating racial disparities and developing a fair and equitable approach to reform; and empowering opportunities for shared innovation with partners to become a catalyst for change. She also led the collaboration between Roca and Maryland DJS to train 300 front-line staff in Rewire CBT and provide long-term coaching. Betsy serves on the Mentor MD/DC Board of Directors and is an adjunct professor at the University of Maryland Baltimore County. She is a graduate of Southern Oregon University and Widener University School of Law.
