Three DUI Evaluation Programs and Strategies Used in Midwest Jurisdictions for Successful Outcomes

A discussion of three DUI evaluation court programs within the greater Chicagoland area to gain a deeper understanding of whether their activities and associated processes lead to meaningful outcomes. To determine if meaningful outcomes were achieved the similarities, differences, and credibility with the judiciary were compared. Locally, in 2022 the DUI evaluation program within the Circuit Court of Cook County transitioned from a nongovernmental program to the court’s misdemeanor probation department. This program has used a multidimensional approach in assessing the risk to public safety and biopsychosocial dysfunction of those arrested for driving a motor vehicle under the influence of alcohol and/or drugs. Data from this program’s multidimensional approach will also be presented.

Mr. Kevin J Doyle
Regional Manager – DUI Evaluation and Monitoring Program (DEMP), Circuit Court of Cook County Social Service Department
Kevin J. Doyle, MA, CARS is a Regional Manager for the Circuit Court of Cook County’s Social Service Department where he oversees the DUI Evaluation and Monitoring Program. Prior to joining the Circuit Court of Cook County he worked for Central States Institute of Addiction an agency of Catholic Charities of the Archdiocese of Chicago from 1992 to 2021. From 2002 to 2021 he served as the Director of Central States Institute of Addiction which provided substance use disorder intervention services to the Circuit Court of Cook County. During that time he also served as Associate Vice President of Catholic Charities in Lake County and provided administrative support for the Community Casework and Counseling programs that included Emergency Assistance, Food Pantry, Housing Case Management, HIV/AIDS, Domestic Violence Shelter, and Immigration/Refugee Welcoming Center. Mr. Doyle is certified by the Illinois Certification Board as a Certified Assessment and Referral Specialist. He received both his B.A. and M.A. from Loyola University Chicago.
Jason Dudish-Poulsen, PhD
Executive Assistant to the Director, Circuit Court of Cook County Social Service Department
Dr. Dudish-Poulsen is an Administrator with the Cook County Social Service Department. He supports the management of daily internal and external operations while contributing to strategic, administrative, and programmatic initiatives. Prior to his role as a correctional administrator, he held several line staff positions. These roles included Adult Probation Officer in Field Services, Investigator, and Specialized Caseload Officer. Mr. Dudish-Poulsen holds a Bachelor of Science in Commerce, a Master of Science in Public Policy Services Management, and a Ph.D. in Applied Management and Decision Sciences. He also graduated as a Fellow through the Institute for Court Management - National Center for State Courts and is a graduate of the APPA Leadership Institute.
