Community corrections professionals face a persistent challenge: supervision often relies on fragmented data—isolated test results, check-ins, and reports that capture moments but miss momentum. This session explores how agencies are rethinking sobriety management through Smart Supervision , integrating reliable monitoring and treatment data to form a complete picture of client progress. As more departments transition from point-in-time testing to continuous transdermal monitoring, both clients and case managers benefit from greater consistency, insight, and confidence in outcomes. Attendees will gain field-based insights on how clarity, consistency, and collaboration drive restorative outcomes. Participants will learn how to leverage transdermal-based supervision practices to close testing gaps, enhance accountability, and strengthen community reintegration while improving case management efficiency and supporting client recovery.

Gonzalo Mendez
(Ret) Deputy Chief of Probation, San Diego, San Diego County Probation


Gonzalo Mendez is a retired Deputy Chief Probation Officer who served the county of San Diego for 27 years. Throughout his career he was instrumental in developing and implementing adult supervision programs. He is a former professor at San Diego State University School of Public Affairs. He has a BS and Masters in Criminal Justice and Criminology.


Dir. Emili Roman
Director, Cherokee Probation Services


Emili Roman is a public safety professional with more than 17 years of experience in probation services, organizational leadership, and criminal justice administration. She currently serves as Director of Cherokee Probation Services, where she was instrumental in the creation, development, and certification of this new county probation department. In this role, she oversees departmental operations, policy development, budgeting, staff supervision, and interagency coordination with courts, prosecutors, law enforcement, and community partners. Emili holds bachelor’s degrees in Chemistry and Justice Studies from Georgia Southern University and is currently pursuing a Master of Public Administration at Reinhardt University. She maintains extensive POST certifications, including Probation/Parole, Basic Law Enforcement, Senior Instructor, Firearms Instructor, Intermediate and Advanced certificates, and has served on statewide training and occupational analysis committees. Recognized for excellence in leadership and service, Emili has received multiple professional awards and remains deeply engaged in community organizations, nonprofit boards, and youth leadership initiatives. Her work is driven by a commitment to accountability, ethical leadership, and effective public service.
