Community supervision systems often focus on compliance enforcement without addressing the identity and emotional factors driving behavior. When supervision conversations focus only on rules and sanctions, accountability can become reactive and short-lived. Identity Before Compliance introduces the Undugu Identity-Centered Accountability Model, a structured engagement framework that helps supervision professionals address the emotional and identity drivers beneath behavioral reactions. By integrating emotional intelligence, identity stabilization, and structured accountability conversations, officers can guide participants toward responsibility rather than resistance. Participants will explore how identity instability contributes to escalation and technical violations and learn strategies agencies can implement through cohort programming, staff training, and licensed implementation of the Undugu Shared Language curriculum.

  • Identify identity-based triggers that influence behavior during supervision interactions.
  • Apply identity-centered accountability techniques to guide supervision conversations toward responsibility and behavioral change.

SESSION PRESENTERS

Mario Reyes
President, Undugu Foundation


Mario A. Reyes is a U.S. Air Force veteran, author, poet, speaker, and community leader whose work centers restorative justice, mentorship, identity, and institutional change. Through Manifest Destiny, Inc., Mario develops arts, literacy, and mentorship programming that equips young people to strengthen their voices, expand their opportunities, and see themselves beyond the circumstances surrounding them. His community work reflects a restorative approach grounded in dignity, accountability, relationship-building, and the belief that people are more than the worst decision they have made. Mario also serves as Chief Experience Officer and a Board Member of Undugu Brotherhood, where he helps cultivate spaces for men and boys to build emotional intelligence, leadership, accountability, and authentic community. Through workshops, mentoring, and community-based initiatives, he has engaged youth, justice-involved individuals, educators, and institutional leaders in conversations that rebuild trust and support long-term transformation. Drawing from his military service, lived experience, and years of community engagement, Mario challenges organizations to move beyond compliance-based leadership and toward influence rooted in dignity, communication, accountability, and relational trust.


Jermail Shelton
Founder, Undugu Foundation


Jermail Shelton is a communication strategist, TEDx coach, community leader, and Board Member of Manifest Destiny, Inc. He is the founder of Amplify Voices and the Undugu Foundation, where he creates spaces for men of color to develop emotional intelligence, strengthen relationships, and lead with accountability and purpose. For more than 15 years, Jermail has helped individuals find clarity and confidence in their voice through public speaking, identity development, and peer-driven leadership programs. His work with Undugu is especially centered on men navigating major life transitions, including returning citizens rebuilding their lives after incarceration. Through initiatives such as Undugu Chop-It-Up and Undugu Speaks, he cultivates honest conversations about identity, healing, responsibility, fatherhood, and community reintegration. Under his leadership, Undugu has grown into a community where men practice vulnerability, build meaningful support systems, and transform lived experience into service. Jermail's restorative approach recognizes that successful reentry requires more than compliance; it requires belonging, trusted relationships, and opportunities to contribute. He believes communication is foundational to leadership, accountability, and lasting change.
