Sponsored by the International Relations Committee: The session will provide an in-depth overview of the probation service's evolution in Georgia, a country on Europe's eastern edge that has experienced significant challenges since its independence in 1991. Enduring wars and hybrid threats, Georgia has progressively reformed its criminal justice system, with a growing focus on rehabilitation and, more recently, the integration of advanced technologies. The session will analyze how these strategic changes have manifested in critical areas such as policy development, legal frameworks, and enforcement practices. A particular focus will be placed on Georgia’s three-level crime prevention model, which, alongside traditional probation activities, includes a domain rarely found in most probation organizations. The development of restorative justice, innovative rehabilitation programs, and one-stop technological solutions for anonymous reporting and services is complemented by targeted interventions for juveniles below the age of criminal responsibility and the active involvement of public schools in juvenile crime prevention. Together, these initiatives create a comprehensive approach to crime prevention, while breaking down the strategy into specific execution steps offers valuable insights and inspiration for a broader audience.

Joseph Arvidson
Executive Director , The Paragon Group, LLC
Joseph Arvidson, MS, with over 37 years in Corrections, is the Executive Director of The Paragon Group, advancing evidence-based criminal justice practices globally. He co-created the TIDES Supervision Model, integrating trauma-informed care with desistance theories, to enhance correctional interventions and approaches. Joseph also founded The Criminologist Media Group, and produces and hosts The Criminologist podcast. An adjunct faculty member at two Minnesota universities, he is also certified to train numerous core correctional skills and practices. His work has impacted professionals domestically, and he has influenced practitioners in the international sphere as well, from Europe, to the Middle East, and Australia.
Iason Nachkebia
Head of the Analytical Department, National Agency for Crime Prevention, Execution of Non-Custodial Sentences and Probation
Iason Nachkebia is the Head of the Analytical Department at the National Agency for Crime Prevention, Execution of Non-Custodial Sentences and Probation under the Ministry of Justice of Georgia. In his current role, Iason oversees the agency’s research and analytics, policy and capacity development, and international relations. Since 2023, he has been a member of the Expert Group on Technology at the Confederation of European Probation (CEP). Before joining the agency in 2021, Iason held managerial positions in the Strategic Communications Department of the Ministry of Defense of Georgia. He is a graduate of Tbilisi State University, the George C. Marshall European Center for Security Studies, and the U.S. Department of State’s International Visitor Leadership Program (IVLP).
