Tiffany Butler has 20 years of professional experience with Maricopa County Adult Probation, and has built a career dedicated to effective supervision, public safety, and staff development. Throughout her tenure, she has supervised clients on Intensive Probation, Intensive Probation Sex Offenders, Standard Sex Offenders, and Domestic Violence. She currently serves as a Supervisor in the Sex Offender Division, where she provides leadership and oversight in complex and specialized case management. In addition to her supervisory role, Tiffany is a facilitator for the department’s Risk Reduction Coaching for Supervisors program and serves as a GPS Supervisor. She also supports staff through Sex Offender Treatment Intervention and Progress Scale (SOTIPS) training. Her experience reflects a strong commitment to accountability, evidence-based practices, and mentoring future leaders within the department.

Mattea O’Connell brings 13 years of experience with the Maricopa County Adult Probation Department. Throughout her career, she has worked across standard probation, Intensive Probation Supervision, and the Sex Offender Division. She currently serves as a supervisor overseeing a sex offender unit with 12 officers. Mattea has remained actively involved beyond her assigned role, contributing to both the Morale Committee and the Building Safety Committee. She also plays a key role in staff development, supporting both Sex Offender Treatment Intervention and Progress Scale (SOTIPS) training and the new supervisor training curriculum.

Jessica Saenz has spent 21 years with Maricopa County Adult Probation, building a career centered on community safety and effective offender supervision. For 16 of those years, she has worked in the Sex Offender Division, serving as a Standard Sex Offender surveillance officer and as a probation officer on both Standard and Intensive Probation Sex Offender caseloads. Through this work, she has developed strong expertise in supervising and managing individuals convicted of sexual offenses. In her current role as a supervisor in the Sex Offender Division, Jessica oversees a team of 10 officers, including those assigned to Youthful Offender caseloads. She also serves on the Peer Support Committee, where she contributes to supporting staff well-being and strengthening peer connections across the department.
