Cory Dibiase
Probation Division Manager, NJ Judiciary Office of Probation Services
Cory DiBiase is the Morris and Sussex Probation Division Manager. He has been with the Judiciary for 22 years, 21 of them have been with Probation in various roles including Recovery Court, child support, juvenile and adult supervision. He is a member of various committees including local juvenile detention alternatives, Probation staffing committee, state-wide juvenile sexually abusive behaviors group and more. Cory holds a bachelor’s degree from Caldwell University.
Stacey Gerard
Chief of Juvenile Supervision, NJ Judiciary Office of Probation Services
Stacey Gerard serves as the Chief of Juvenile Supervision and Quality Assurance within the Office of Probation Services. Ms. Gerard's career began with roles focused on supporting youth with mental health and behavioral challenges. In 2011, she joined the Judiciary as a Probation Officer, specializing in cases involving youth with sexually abusive behaviors. Her career trajectory advanced as she became a Court Services Supervisor II in Adult Supervision, and subsequently, the Probation Program Supervisor, overseeing training and specialty programs within Probation. Ms. Gerard holds a B.S. in Law & Justice Studies, earned along with a Baccalaureate degree in the College Honors Program from The College of New Jersey in 2003. She furthered her education with a Master's in Criminal Justice from Rutgers University in 2006. Throughout her career, Ms. Gerard has significantly contributed to developing and presenting various training curricula aimed at enhancing probation services. She plays an active role in numerous committees dedicated to improving juvenile probation and quality assurance frameworks. Outside of her professional responsibilities, Ms. Gerard enjoys spending time with her preschooler, exploring new activities and experiences together.
Carmen Melendez
Assistant Division Manager, NJ Judiciary Office of Probation Services
Carmen Melendez is an experienced criminal justice professional currently serving as a Probation Assistant Division Manager in Atlantic County, New Jersey. With a strong commitment to public service and community engagement, Carmen brings over 14 years of experience in operations, case management, and team leadership. Passionate for rehabilitation and community impact, Carmen is dedicated to advancing fair and effective justice practices.
Leroy Peterson
Assistant Probation Manager, NJ Judiciary Office of Probation Services
Leroy Peterson holds a Master of Public Administration from Fairleigh Dickinson University and a Bachelor of Science in Health and Exercise Science from The College of New Jersey. With over a decade of experience in public service, Leroy Peterson has excelled in leadership roles, including serving as the Vicinage Assistant Division Manager of Probation at the Superior Court of New Jersey since 2020. In this role, he is responsible for staff development, implementing leadership strategies, and overseeing division operations. Previously, Leroy Peterson managed the Recovery Court Program and supervised Probation Officers, ensuring effective case management and compliance. Leroy Peterson also has prior experience as an adjunct professor at Fairleigh Dickinson University, teaching graduate students in the Master of Public Administration program. Known for his strong organizational skills and results-oriented approach, Leroy Peterson excels at fostering collaboration, improving performance, and driving continuous professional development.
