This session will explore the transformative journey of implementing Firm Roots Academy, Alameda County Probation’s innovative long-term commitment program for high-risk youth under SB 823. Designed within a secure juvenile facility, Firm Roots Academy is a structured, evidence-based model rooted in behavior modification, personal growth, and youth empowerment. Attendees will gain insight into the challenges and milestones of building a rehabilitative culture that integrates Probation, community-based organizations, and county partners. Through collaborative leadership, phased programming, and incentive-based progression, the Academy has successfully increased youth engagement and improved institutional climate. This session will highlight implementation strategies, share measurable outcomes, and offer replicable best practices for jurisdictions seeking to develop sustainable, high-impact programs for justice-involved youth. Participants will leave with practical tools and inspiration to build or enhance their own long-term commitment models, reinforcing a national movement toward meaningful, rehabilitative reform in juvenile justice.

Albert Banuelos
Superintendent, Alameda County Probation
Albert Bañuelos currently serves as Superintendent for the Alameda County Probation Department, where he provides executive oversight of Camp Wilmont Sweeney and the Secure Youth Track (SB 823) program. With over 23 years of experience in juvenile and adult probation services, Mr. Bañuelos is a seasoned leader in correctional administration, program implementation, and organizational transformation. He is the visionary behind Firm Roots Academy, a long-term commitment program that addresses the rehabilitative needs of high-risk youth through a structured, evidence-based model. Mr. Bañuelos has a proven track record of driving positive organizational change, implementing staff- and client-centered systems, and cultivating a professional culture rooted in accountability, development, and innovation. His leadership is marked by a strategic focus on operational excellence, interagency collaboration, and policy alignment with BSCC and DOJ standards. Throughout his career in Los Angeles and Alameda counties, Mr. Bañuelos has held executive and director-level roles, including Superintendent of Los Padrinos Juvenile Hall and Senior Director in the Office of the Chief. He has led major initiatives such as the Developmental Stage System (DSS) and the department’s Professional Development Academy. A graduate of the APPA Leadership Institute, he is deeply committed to leadership development and advancing innovative reform.
Malachi Estep
Deputy Probation Officer, Alameda County Probation
Malachi Estep is a dedicated Deputy Probation Officer with the Alameda County Probation Department, recognized for his impactful approach to working with justice-involved youth. With a background rooted in public service and a strong commitment to community engagement, Officer Estep brings both experience and empathy to his work. He began his career as a Juvenile Institutional Officer at the Juvenile Justice Center, later serving at Camp Wilmont Sweeney, where he rose to a DPO position due to his leadership and effectiveness in youth engagement. Currently assigned to Camp Sweeney, Officer Estep focuses on rehabilitation, personal development, and accountability. His strength lies in building meaningful connections with youth while maintaining structure and clear expectations. He plays an active role in the Firm Roots Academy, offering direct support to both youth and staff, and helping foster a positive and structured environment. Officer Estep is known for his ability to influence change through consistency, respect, and a restorative mindset. His work continues to make a lasting difference in the lives of youth, helping guide them toward positive outcomes and successful reintegration into the community.
Manuel Ortega
Institutional Supervisor I, Alameda County Probation
Manuel Ortega currently serves as an Institutional Supervisor I with the Alameda County Probation Department, where he plays a key leadership role in shaping the culture and operations of the newly established Firm Roots Academy. Recognized by his colleagues for his strong leadership qualities, Mr. Ortega brings professionalism, consistency, and a youth-centered approach to his supervisory responsibilities. He is deeply respected by staff for his ability to lead with integrity, remain solution-focused during critical incidents, and foster a supportive and accountable environment for both youth and team members. Mr. Ortega has been instrumental in the implementation and daily oversight of Firm Roots Academy, a structured rehabilitative program under SB 823 designed to serve high-risk, long-term commitment youth. His guidance has been central to cultivating a healthy and engaging program culture rooted in accountability, behavior modification, and personal growth. With a background in behavioral intervention and direct service, Mr. Ortega combines his academic foundation—a Bachelor’s degree in Criminal Justice Administration from CSU East Bay—with hands-on experience to mentor staff, support youth development, and promote a safe, rehabilitative environment. He remains committed to the department’s mission of providing effective and compassionate care to justice-involved youth.
Richard Valle
Institutional Supervisor II, Alameda County Probation
Richard Valle serves as an Institutional Supervisor II with the Alameda County Probation Department, where he provides professional oversight of institutional operations within the Juvenile Justice Center. With over 16 years of experience in juvenile detention services, Mr. Valle brings a wealth of knowledge in facility management, policy compliance, staff development, and youth rehabilitation. He plays a critical leadership role in upholding the department’s mission by ensuring that institutional practices align with BSCC standards and departmental policies, while promoting a rehabilitative environment for youth in custody. Throughout his tenure, Mr. Valle has demonstrated a strong commitment to operational integrity and organizational improvement. He is recognized for his ability to guide teams, assess institutional needs, and contribute to the development of safe and structured programming. His experience as a Juvenile Institutional Officer and progression through leadership ranks reflect his credibility, reliability, and dedication to service.
