Balancing Safety and Growth: A Comprehensive Approach to Managing Sexual Offenders in the Community

This training session introduces a Comprehensive Model for managing sexual offenders in the community informed by a gap analysis that included 1) a Correctional Program Checklist (CPC) assessment, 2) an extensive literature review, and 3) comparative analysis of legal standards and practices across jurisdictions. Grounded in the Principles of Effective Intervention (PEI), the Comprehensive Model features risk-based supervision, cognitive-behavioral strategies, and structured reentry planning. Participants will learn to apply validated risk and responsivity tools, tailor interventions to individual needs, and implement fidelity monitoring and outcome measurement protocols. The model also incorporates strengths-based rehabilitation principles from the Good Lives Model (GLM) to promote prosocial development. Further, the comprehensive model includes traditional Containment Model strategies such as multidisciplinary collaboration, offense-specific supervision, polygraph use, and victim-centered safeguards, by embedding rehabilitation within accountability structures.

SESSION PRESENTERS
Leslie Drummond
Research Manager, University of Cincinnati Corrections Institute
Leslie Drummond, PhD, is currently the Research Manager for the University of Cincinnati Corrections Institute and has over 12 years of experience conducting research and evaluation from cognitive, behavioral, and physiological perspectives. She has served as Principal and Co-Investigator for research studies focused on human performance in extreme environmental conditions (e.g., altitude, fatigue, spatial disorientation, combat) with both the Navy and Air Force. Studies focused on cognitive performance at various altitudes, oxygen mixtures and their impact on recovery time after a hypoxic incident, the toxicity of nitrous oxide exposure, as well as an FDA clinical trial testing a nasal spray formulation of scopolamine. Dr. Drummond developed protocols, designed experimental procedures, recruited subjects, collected and analyzed data, and produced reports and presentations of the results of multiple federally funded projects. In her current role at UCCI, she is the Project Manager for the Juvenile Justice System Reform and Reinvestment Initiative, which provides training and technical assistance to agencies across the country to help states reduce recidivism, improve youth outcomes, and ensure limited resources are used efficiently. She also oversees the management and training of UCCI’s Correctional Program Checklist, a tool designed to evaluate the extent to which correctional intervention programs adhere to evidence-based practices (EBP) including the principles of effective interventions.
Jessica Warner
Senior Research Associate, University of Cincinnati Corrections Institute
Dr. Warner joined the University of Cincinnati Corrections Institute as a Senior Research Associate (SRA) in January 2024. She earned her doctorate in Criminal Justice from the School of Criminal Justice at the University of Cincinnati in 2015 and worked as an Associate Professor of Criminal Justice at Miami University (OH) from 2015 to 2024. Her practical experience includes working in various roles in community correctional facilities including security, individual supervision, group facilitation, clinical supervision, CQI, and program leadership. Dr. Warner has served as a consultant to many correctional agencies nationally and internationally by providing training, technical assistance, and evaluation services for various evidence-based practices and products. Her research specializations include correctional rehabilitation, reentry, justice and community collaborations, organizational climate in corrections, and victimization.
