The Voice of the Victim: A Crime Victim’s Right to Be Treated with Respect, Reasonably Protected, and the Right to be Heard

Many criminal justice post-conviction services, including community supervision, have historically centered around supporting the person who caused harm to be accountable for their actions and to ensure community safety. Yet victims of crime have rights that our agencies are also responsible to uphold. These victims are often our most overlooked stakeholder. This session will help educate participants on who is a crime victim, crime victims' rights, and how we can better assist victims in what we do and ensure that their rights are being honored and their voices heard.

SESSION PRESENTERS

Lisa Kinard
Victim Services Administrator, FL Department of Corrections


Lisa is the Victim Services Administrator for the Florida Department of Corrections and a graduate of Florida State University. Her 39-year career with the Department includes service as a probation officer, prison classification officer, assistant administrator of inmate records; inmate transition coordinator; and Interstate Compact specialist for prison releases and sex offender supervision transfers. Lisa is a Florida Certified Contract Manager, Auxiliary Probation Officer, member of the Florida Crisis Response Team and member of the National Institute of Corrections’ (NIC) Post-Conviction Victim Service Providers Network. Lisa also serves as the FL Statewide VINE Program Manager, Chair of the National Association of Victim Assistance in Corrections (NAVAC), Co-Chair of the American Correctional Association’s Restorative Justice/Victims Committee, Co-Chair of the American Probation and Parole Association’s Victim Issues Committee, and CO-Chair of the VINE Advisory Committee. Lisa was honored to receive the ICAOS Peyton Tuthill Award in 2020, the APPA’s Joe Kegans’ Award for Victim Services in 2021 and the BBVAC’s Charles Morris Victim Advocate of the Year in 2022. Lisa is happily married and blessed with 3 beautiful children who all have careers helping others.
