Reducing Recidivism with Swift, Certain, and Fair Principles for Domestic Violence and Sex Offenders

The South Carolina Department of Probation, Parole and Pardon Services (SCDPPPS) was awarded a grant in October 2022 funded by the U. S Department of Justice, Office of Justice Programs, Bureau of Justice Assistance titled Swift, Certain and Fair (SCF) Supervision: Applying the Principles Behind Project HOPE Grant. The Hawaii Opportunity Probation with Enforcement (HOPE) Program was first implemented in 2004. The overall goal of the SWIFT Program is to reduce recidivism and improve outcomes through the application of SCF principles for domestic violence offenders and sex offenders. The purpose of the SCF Initiative is to provide community supervision agencies with information, resources, and training and technical assistance (TTA) to engage in collaborative problem-solving with stakeholders using data and research informed strategies to assess and improve responses to client behavior. The SWIFT program will increase the timeliness of the sanctions administered to ensure individuals connect the sanction to their behavior.

SESSION PRESENTERS
Tyler Parrish
Domestic Violence Caseload Supervisor, SC Department of Probation, Parole and Pardon Services
Tyler Parrish has been with the South Carolina Department of Probation, Parole and Pardon Services for eight years. He started his career in Lexington County as a General Caseload Agent. Tyler was promoted to a Domestic Violence Caseload Agent in May of 2019. He was quickly promoted to Domestic Violence Supervisor in December of 2021. Tyler is an experienced manager in offender supervision, investigative work, interagency collaboration, policy implementation, and compliance monitoring. He enjoys spending time with his wife and one year old son. Tyler is also an outdoor enthusiast who enjoys fishing and hunting when time permits.
Mark Simmons
Associate Deputy Director/Legals Services Division, SC Department of Probation, Parole and Pardon Services
Mark Simmons has been with the South Carolina Department of Probation, Parole, and Pardon Services for thirty-four years. He started his career in Pickens County as a General Caseload Agent. Mark has served in various positions within the agency to include Team Leader, Regional Program Administrator, Hearings Officer, Chief Hearings Officer, Director of Hearings and currently serves as the Associate Deputy Director for the Legal Services Division. He serves on several state committees and two collegiate criminal justice advisory boards in order to help prepare future generations for a career in criminal justice. Mark enjoys spending time with his five grandchildren and being out on the lake whenever possible.
