A Dual Approach: Navigating the Complexities of Supervising Justice Involved Women Convicted of Domestic Violence Offenses

This workshop focuses on identifying the needs for a justice-involved women’s domestic violence program and the steps taken to implement it. Women often have different pathways entering the criminal justice system. Particularly in cases involving domestic violence, where trauma, victimization, unique barriers, and societal factors play significant roles. The legal victim is often a perpetrator of abuse, requiring delicate approaches to supervision. The JIWDV Program supervises women with dignity, acknowledging their victimization, while simultaneously holding them accountable. As a probation department, it is crucial to understand these complexities and respond with empathy, and tailored trauma informed approaches. The workshop will share insights into designing the caseload and implementing evidence-based practices. Additionally, we highlight the positive results seen in recidivism reduction, improved rehabilitation outcomes, and better support for women navigating the justice system. Attendees will gain valuable knowledge on strategies for working with this unique population and fostering positive change.

SESSION PRESENTERS
Casey Frith
Probation Officer, Maricopa County Adult Probation
Casey Frith is an Adult Probation Officer for Maricopa County Judicial Branch of Arizona. Casey currently supervises a Justice Involved Women’s Domestic Violence specialized caseload. Additionally, she piloted this program, which is the first in the state of Arizona. Casey is certified in a nationally validated gender responsive risk assessment, the WRNA. Casey is a part of a survivor’s workgroup focused on identifying sex trafficking victims and perpetrators on community supervision, with the purpose to create a training for the department. Casey has previous experience working with the incarcerated population. Casey was recently nominated for a National Association of Counties Award for the implementation of the JIWDV caseload. In 2020, Casey graduated with her Bachelor’s in Arts, in Criminal Justice. In 2023, she again graduated with her Master’s in Public Administration from Grand Canyon University.
Cherynne M Lara
Probation Officer, Maricopa County Adult Probation
Cherynne Lara is currently employed with Maricopa County Adult Probation, supervising a Justice Involved Women Domestic Violence Caseload. Officer Lara obtained her Bachelor’s degree in Criminal Justice from Arizona State University in 2016. Officer Lara has been working with domestic violence offenders since October of 2019 and with a women’s domestic violence caseload since November of 2024. Officer Lara was certified in the only nationally validated gender responsive risk assessment; the Women’s Risk Needs Assessment (WRNA) in January of 2025. Officer Lara is a part of a survivor’s workgroup focused on identifying sex trafficking victims and perpetrators on community supervision, with the purpose to create a training for the department. Officer Lara is passionate about giving back to the women in the community and actively engages in community-based programs supporting women in sports.
Heather Redmond
Adult Probation Officer Supervisor, Maricopa County Adult Probation
Heather Redmond is an Adult Probation Supervisor for Maricopa County Judicial Branch of Arizona. Currently, Heather primarily works with justice involved individuals and victims impacted by Domestic Violence. She also has expertise working with justice involved women in both incarcerated and community correctional settings, which she remains passionate about. Heather has experience in providing trauma informed training to community corrections staff. Additionally, she has experience in facilitating evidenced based and gender responsive cognitive behavioral programming to justice involved individuals. Heather is certified in the only nationally validated gender responsive risk assessment (WRNA). Heather has previously worked extensively with the Michigan Parole Board and the incarcerated female population. Heather is a past presenter for the American Probation and Parole Training Institute and is a recent graduate of the American Probation and Parole Association’s Leadership Institute, in 2024. She was recently nominated for a National Association of Counties (NACo) Award for the creation of the Justice Involved Women’s Domestic Violence specialized caseload. Heather graduated from the University of Michigan 2006, with a Bachelor’s in Arts in Sociology and Women and Gender Studies. In 2011, she again graduated from the University of Michigan, with a Master’s in Public Administration.
