Emerging drug trends have become an operational and policy challenge for the testing and treatment approaches in probation departments. This presentation will provide you with a look at recent drug trends including fentanyl, methamphetamines, New Psychoactive Substances (NPS), synthetic and over-the-counter drugs along with street drugs. These are all contributing to historic overdoses and deaths. We will discuss the testing challenges departments encounter with these emerging trends.

SESSION PRESENTERS

Dominique Delagnes
Chief Operating Officer, Averhealth


Dominique Delagnes is the Chief Operating Officer for Averhealth. She leads a nationwide team of managers and clinicians who ensure things run smoothly at Averhealth’s laboratory in St. Louis, Missouri and patient service centers across the U.S. Dominique is no stranger to substance use testing and toxicology, having spent 20 years in senior leadership roles in operations, account management, and customer service for companies like Alere Toxicology (Abbott) and PharmChem. Dominique grew up in the San Francisco Bay Area. She moved to the East Coast to attend Boston University where she was a proud member of the BU women’s rowing team. She received her Bachelor of Science in business administration with a concentration in operations management.


Jessica Thayer
Associate Director, Salt Lake County Criminal Justice Services


Jessica has nearly five years supervisory experience within the Criminal Justice system and at least 16 years working within the court and criminal justice field. As part of my Master's program she completed an externship working with both court and criminal justice county and state administrators. By managing family life with full-time employment and part-time school, she has learned the importance of organization, responsibility, honesty, and credibility. Her goal, as a leader in the field of legal and business administration is to create and maintain a culture that supports not only accountability and professionalism but also positivity and innovation. She is dedicated to establishing and maintaining an effective working relationship with judges, executives, and professionals through respect, honesty, communication, and an overall high standard of work quality.
