Reaching the 33%: How Do Courts and Probation Work Together to Stop the High-Risk Impaired Driver?

Research shows that about two thirds of first-time DWI offenders never commit a subsequent drunk driving offense. However, the other third continue to drink and drive despite multiple convictions. In fact, over 73% of high-BAC drunk drivers involved in fatal crashes are repeat offenders, the population most likely to be placed under community supervision. Using the expertise of a trial court judge, researcher and practitioner, this group of experts will discuss promising and proven approaches to effectively assess, sentence, supervise and treat high-risk impaired drivers. Topics will include the communication and coordination between probation and the courts, use of risk/needs assessments, providing the most relevant pretrial, pre-sentence, and post-sentence information to the court, evidence-based community supervision practices, and comprehensive treatment programming.

Erin Holmes
Vice President, Criminal Justice Programs & Policy, Foundation for Advancing Alcohol Responsibility


Erin Holmes is the Director of Traffic Safety at the Foundation for Advancing Alcohol Responsibility where she manages Responsibility.org’s traffic safety portfolio and partnerships and is involved in the development of traffic safety and criminal justice policy. Prior to joining Responsibility.org, Erin was a Research Scientist at the Traffic Injury Research Foundation (TIRF) in Ottawa, Canada.


Mark Stodola
Probation Fellow, American Probation and Parole Association


As NHTSA’s Probation Fellow, Mark Stodola brings over 30 years of experience working in the field of court management and adult probation in Arizona. Mark worked at the Maricopa County Adult Probation Department for 18 years serving in a number of capacities including field supervisor and division director overseeing drug and alcohol treatment programs.
