Help Me Help You: How Community Engagement Strengthens Re-entry Efforts

Law enforcement and public safety data only reflect part of the reality of re-entry. As more and more jurisdictions realize – and act – on the critical insights of lived experience throughout policy design and implementation, hear how three major state agencies are currently engaging with their residents and community-based organizations to inform better programming and services, leading to better outcomes for everyone. Our panelists from the Louisiana Department of Public Safety and Corrections, Massachusetts Probation, and Missouri Department of Corrections will speak to their efforts to build trust, identify actionable engagement points, and cross the divide between real-time public safety decision-making and community engagement programs. Audience members will gain a stronger understanding of both the strategy and tactics of active engagement with returning residents.

SESSION PRESENTERS
Pamerson O. Ifill
Deputy Commissioner for Pretrial Services, MA Probation Service/MA Trial Court/Office of Commissioner of Probation
Commissioner Ifill began working as a juvenile probation officer and worked his way up the ranks during his 30-year career to become a Chief Probation Officer, Regional Supervisor, Deputy Commissioner, and in November 2023, he was sworn in as commissioner. Commissioner Ifill is a national leader in the criminal justice field and currently sits on the board of the American Probation and Parole Association. He earned a master’s degree from Brandeis University and a bachelor’s degree from Stonehill College.
Ms Rashmi Khare
Vice President, Impact Advisory, Social Finance Inc.
Rashmi Khare is Vice President of Impact Advisory at Social Finance, focused on advising and designing projects with government to drive social progress. In collaboration with elected officials, policymakers, civic leaders, community members, philanthropies, and service providers, she leads teams towards coordinated outcomes-focused decision making. She has worked on multiple public safety projects, using social impact bonds and Second Chance Act Pay for Success grants to achieve stronger reentry results for communities across the country. Rashmi holds an MBA from the Tuck School of Business at Dartmouth, where she was a Center for Business and Society Fellow, and a BS in Economics from the Massachusetts Institute of Technology.
Richard Powell
District Administrator, MO Department of Corrections Division of Probation and Parole
Richard has over 30 years of experience in adult and juvenile community corrections for the State of Missouri. He currently serves as District Administrator for the 8 Central Probation & Parole Office in St Louis County. Richard is responsible for the oversight of supervision of over 1600 individuals on probation or parole in the county. He acts as the division liaison to the St Louis County Court and Jail. Richard is a graduate of the State of Missouri Leadership Academy. He holds a bachelor’s degree in criminal justice from Truman University.
Robert Vehock
Program Manager, LA Department of Public Safety and Corrections
Robert Vehock works as the Program Manager for the Louisiana Department of Public Safety and Corrections, Office of Education and Reentry. In his current role, Mr. Vehock is responsible for several Bureau of Justice Assistance (BJA) grants as well as multiple statewide reentry initiatives. Mr. Vehock’s career has spanned over 20 years and has seen him work in most areas of criminal justice. He earned his BS at University of Louisiana at Lafayette and his MPA from the Louisiana State University Public Administration Institute.
