Revising the Standard Conditions of Probation to Increase the Potential for Success

Arnold Ventures and the CUNY Institute for State and Local Governance launched the Reducing Revocations Challenge to increase knowledge surrounding the pathways that lead to revocations of community supervision and drive jail and prison admissions. The Challenge supported action research in ten jurisdictions around the country to explore in-depth drivers of probation failure and use the information learned to develop policy and realistic strategies to improve outcomes. Phase Two of the challenge involving five of the jurisdictions focuses on implementation of these strategies. In this workshop, key findings and identified strategies for Phase Two will be reviewed, with particular focus on revising the standard conditions of probation with the goal of increasing the potential for greater success. Each jurisdiction will detail the process of revising their standard conditions along with current implementation efforts of new conditions.

SESSION PRESENTERS

Fernando Giraldo
Chief Probation Officer, Santa Cruz County Probation/Superior Court/Court Administration


Fernando Giraldo is the Chief Probation Officer for the Santa Cruz County Probation Department and has been with the Department since 1995. He oversees Adult Services, Juvenile Services and the Juvenile Institution, supported by 127 staff and a $25 million budget. Mr. Giraldo has a Master’s Degree in Social Work from San Jose State University and holds a Bachelor’s Degree in Latin American Studies from The University of California, Santa Cruz. Santa Cruz County is a national model site for juvenile justice reforms. Fernando has spoken throughout California and the country about juvenile and adult justice reforms, racial and ethnic disparities in the justice system, evidence based programs, detention and pretrial alternatives and collaboration with community partners. Fernando serves on several local and state Boards. In 2016, Mr. Giraldo was appointed by California State Governor Jerry Brown to the California Sex Offender Management Board. Fernando also serves on the Board of United Way, Santa Cruz as the Chair. As an active member of the community, Fernando helped launch the Youth Violence Prevention Task Force, was instrumental in the fund development for the AZTECAS Youth Soccer Program, is Vice President of Operations for the Aptos Tide Competitive Soccer League and has coached competitive youth soccer teams for more than a decade.


Mr. Troy Hatfield
Deputy Chief Probation Officer, Monroe Circuit Court Probation Department


Troy Hatfield is the Deputy Chief Probation Officer in Monroe County, Indiana. He has over 25 years of experience in community supervision and currently oversees adult and juvenile probation and the court alcohol and drug program. Troy also serves as the president of the Probation Officers Professional Association of Indiana.


Corey Hazelton
Assistant Deputy Director, Ramsey County Community Corrections


Corey Hazelton is the Assistant Division Director-Adult Field Services and has been in this position since 2017. Through his role, Corey manages high risk field probation; as well as the Predatory Offender Registration Unit, Domestic Abuse Unit, and Unsheltered Population. He additionally manages Supervised Release, Intensive Supervised Release, and the Electronic Surveillance Program. Corey has worked with the Ramsey County Community Corrections Department for over 27 years.


Prof. Miriam Northcutt Bohmert
Associate Professor, Indiana University Bloomington


Miriam Northcutt Bohmert received her Ph.D. from Michigan State University’s School of Criminal Justice in 2014 and is an Associate Professor with Indiana University. In part due to her background in sociology and professional experiences in the field of corrections, her work focuses on race, class, gender and other social justice issues related to prisons, community supervision, and sexual violence.
