The Impact of Technology in Community Corrections Outcomes

In this workshop, we will dive into the issues that impact individuals in their journey acclimating back into society. Our panelists will discuss challenges that impact the efficiency of corrections staff and types of technology that can be implemented to manage the day to day workload. Formerly incarcerated individuals face higher rates of joblessness, depressing wages, and homelessness. Additionally, some individuals in reentry face a lack of educational resources and disproportionate rates of mental health issues, suicide, stigma, substance use disorders, disabilities, and physical disorders. The panelists in this workshop will discuss how they have transitioned from antiquated processes and legacy technology to pioneering new and advanced technology that address challenges, increase staff efficiency and enhance participant outcomes.

SESSION PRESENTERS

Terry McBroom Williams
Director, City of Faith


Terry McBroom Williams- Terry Williams, a resident of Maumelle, has been an Arkansan for 26 years. She is the executive director of City of Faith, a nationally respected, non-profit reentry center for federal offenders. With locations in Arkansas and Louisiana, Terry is dedicated to successfully assisting offenders with transitioning back into their communities by providing housing, preparing them for the work force, helping them reestablish ties with family, counseling and much more. A passionate believer in prison reform, locally, Williams was the first to establish a community relations board to increase communication between Residential Reentry and the Little Rock community. Nationally, she has championed for transitional programs for prisoners on Capitol Hill. Approximately seven years ago she directed the land purchase, design and construction of an 8,000- square-foot administration and training facility adjacent to the residents’ quarters at the Little Rock Center, which houses more than 100 residents. (The Louisiana Centers have 100 residents.) She has been featured in multiple local and regional publications as a leader in the field of prisoner reentry. Additionally, Williams currently holds a position on Maumelle’s city council. Williams has a Master of Public Administration from the University of Arkansas at Little Rock (UALR). She holds a graduate certificate in non-profit management from UALR and has her Bachelor of Arts in Corrections from Northeast Louisiana University in Monroe, La. Married to husband Sam, Williams has three adult daughters – Kristin, Katie and Kandace – and a granddaughter and two grandsons she adores. Crystal Moon
Clemency Division Director, GA Board of Pardons and Paroles


Crystal Moon, Clemency Director, GA State Board of Pardons and Parole Crystal obtained her Bachelor of Arts degree in Political Science from Morris Brown College and a Masters of Science degree in Criminal Justice from Boston University. Crystal is currently working on her PhD with Carolina University with an emphasis in Criminal Justice and Organizational Leadership. Crystal has served as an Adjunct Instructor for the last five years and Associate Campus Dean for the following institutions: Westwood College, Strayer University and Brown-Mackie College. In addition to her formal education, Crystal has completed the Professional Leadership Development Course through the American Probation and Parole Association (APPA) Leadership Course, Correction Leadership Institute, Georgia Department of Corrections Pre-Command for Wardens/Chiefs, and Victim-Centered Offender Dialogue as a Facilitator. Crystal is a member and parole liaison for GPACS - Georgia Professional Association of Community Supervision, APAI - Association of Paroling Authorities International, APPA - American Probation & Parole Association, Peace Officers Association of Georgia, National Association of Mental Illness, National Organization of Black Law Enforcements, Women Policing Organization, Atlanta Metro Interpol and many more. Crystal has decades of criminal justice/parole experience. In addition to the normal progression, Crystal served as the Housing Coordinator for the Reentry Partnership Housing Program. During her tenure in this role, she created a dual, effective partnership between the Parole Board, Department of Community Affairs and the Department of Corrections to assist Problem Residence offenders with housing needs. Because of her work with the RPH program, Crystal received the Innovations Award in 2008. Crystal also served as a Crisis Intervention Officer for the State of Georgia Crisis Intervention Team. She also implemented, in conjunction with the Department of Correction, the Bostick Correct Care Nursing facility which houses hardship offenders with significant medical issues. As of this date, Crystal has facilitated the pavement of over 400 offenders in the Bostick facility. Within the Clemency Division, Crystal has served in many different roles (e.g. Hearing Examiner, Senior Hearing Examiner, Critical Analysis Unit Manager and most recently Deputy Division Director).


Jessica Rocker
Vice President of Sales and Marketing, Corrisoft LLC


Jessica Rocker was named one of the Top 50 Women Leaders of Georgia for 2022. For over 15 years, Rocker has used her unique skill set to build strategic partnerships and leverage cross-sector collaboration impacting positive change in the community. Throughout her career, she has gained extensive experience building domestic and international relationships with a variety of subject matter experts and stakeholders including legal & medical professionals, political officials, and C-Suite executives to increase awareness and brand visibility. In her current role, she serves as the Vice President of Sales & Marketing at Corrisoft. Rocker's mission is to expand the company footprint while destigmatizing reentry and driving better participant outcomes. Rocker continues to build key partnerships with organizations aligned with Corrisoft’s mission to improve participant outcomes by enhancing communication and accountability. Rocker has a strong background in sales strategy implementation, cross-departmental project management, and public speaking. Prior to her role at Corrisoft, Jessica spent many years in the alcohol monitoring industry. During her tenure, she increased visibility for a variety of monitoring products that help individuals struggling with Alcohol Use Disorder (AUD) and alcohol-related criminal offenses. Rocker has volunteered with the Juvenile Justice Fund in partnership with Child Advocacy Centers of Georgia to raise awareness and combat the trafficking of youth. Furthermore, she is a former board member of Sevananda Foods Co-op in Atlanta, GA. She has served with a variety of organizations including the Southern Christian Leadership Conference (SCLC), Women for Kasim (Kasim Reed Campaign), Rick Scott for Governor, Association of Women Executives in Corrections (AWEC), Parent Teacher Association, and others. Rocker has a Bachelor of Arts in History with a minor in Pre-Law from the University of West Florida (UWF). Lastly, and most importantly, Jessica is the proud mother of two girls and currently lives in the suburbs of Atlanta, GA.


Allen Winkler
Director of Operations with City of Faith, City of Faith


Allen Winkler is the Director of Operations for City of Faith Prison Ministries. He has a Bachelor of Arts in Business Administration from the University of Central Arkansas. He also owns several small businesses specializing in real estate management and marketing for small businesses. He has worked for City of Faith for nearly two decades holding various positions prior to becoming the Director of Operations. He has been married to his wife Stacey for 18 years. Stacey is a Forensic Scientist for the State of Arkansas. In their free time they travel the world, work on antique trucks, spend time with their pups (Benny & Mookie), and cheer on their beloved Red Sox.
