The Length of Stay Policy Academy’s goal is to support jurisdictions to identify and address key factors contributing to the length of stay for youth committed to post-adjudication placements. One area often overlooked is the role of community corrections, whose involvement usually ends upon a youth’s commitment and begins again when youth return. In between, the work that goes on in facilities is often unknown. Yet there are ways that community corrections can assist in a youth’s success and reduce their length of stay. Panelists from two jurisdictions will share how stakeholder collaboration, particularly from community corrections, helped address length of stay and supported their system reform efforts. The session will begin with an overview of the goals of the LOS Policy Academy and the research findings about length of stay and risk reduction.

Susan Burke, Executive Director, The Carey Group svburke16@gmail.com Susan Burke is the Executive Director for The Carey Group, a practitioner-led consulting firm dedicated to advancing the use of research-informed practices for a more fair and effective justice system. Susan has more than 30 years of experience working in the justice field, implementing and leading change efforts as a probation executive and former director of a state juvenile corrections agency. She is the past president of the American Probation and Parole Association (APPA), serves on the Board of Directors for the National Association of Probation Executives, and is a member of the Youth Correctional Leaders for Justice Steering Committee. She also served on the Executive Committee for the Council of Juvenile Justice Administrators and was the recipient of its 2015 Outstanding Administrator Award.

Johan has over 15 years of working experience with NYC ACS. In 2012 he transitioned to the Division of Youth and family Justice for Close to Home. In 2016, Johan was promoted to Assistant Commissioner of Close to Home to oversee the case management division. In this role, Johan has helped implement the Risk, Need and Responsivity approach as well as has helped improve the overall casework practice of the department. Today he continues to oversee the case management division along with the Field Operation, Overnight monitoring team and Incident Review Team.

James Phillips, Juvenile Placement Manager, Idaho Department of Juvenile Corrections Mr. Phillips’ unique role monitoring the placement all juveniles committed to the IDJC, particularly those nearing program completion being placed in re-integration providers, provides an excellent natural pathway for policy and procedure changes to be implemented into the IDJC system.
