Managing Violent Offenders in Ohio: Session Two of Two

Violent offenders being released from Ohio’s prisons onto Post Release Control are identified by using a Violence Predictor Risk Assessment as a trailer to ORAS. Once identified as a Targeted Violent Offender (TVO) staff supervise them differently. They have increased contacts in the field and less tolerance for technical violations. In this session, you will hear from Administrators who have led this effort and the Parole Officers who supervise this violent group of offenders. Details surrounding the initiation of this work will be shared, lessons learned during implementation, and carve out time to entertain questions from participants.

SESSION PRESENTERS

Kyle Collier
Parole Officer, OH Department of Rehabilitation and Correction


Kyle has been with the department for 15 years and with the Adult Parole Authority for 3 years. He was selected to supervise the specialized caseload for the Targeted Violent Offender supervision level at the beginning of the pilot program.


Jessica Dennis
Superintendent, OH Department of Rehabilitation and Correction


Jessica Dennis currently serves as a Superintendent for the Adult Parole Authority at the Ohio Department of Rehabilitation and Correction (ODRC). In this role, she aims to improve the lives of supervisees by incorporating evidence-based practices and risk reduction strategies into post release supervision. Jessica has over 22 years of experience and has served in many roles at ODRC including- Parole Officer, Investigator, Deputy Warden, and Deputy Director.


Richard Glista
Parole Officer, OH Department of Rehabilitation and Correction


Richard Glista graduated from Bowling Green State University with a Bachelor of Arts Degree in Sociology. Richard began his career in Criminal Justice in 1997 as a Juvenile Probation Officer with the Cuyahoga County Juvenile Court. Richard was hired at the Ohio Adult Parole Authority in 2014 and has experience supervising a variety of specialized populations including Old Law Parole, Sex Offender, and Mental Health cases. Richard is currently the supervisor of a unit that specializes in supervising Targeted Violent Offenders who have been identified as the most violent offenders being released to supervision and most likely to be involved in gun and gang violence.


Tina Patrick
Regional Administrator, OH Department of Rehabilitation and Correction


Tina Patrick is the Regional Administrator for the Dayton Region Adult Parole Authority for the Ohio Department of Rehabilitation and Corrections. She has served in this capacity since 2009. Tina began her career in 1994 as a Parole Officer working in multiple regions and counties throughout the Northeast and Northwest of Ohio. Tina is currently an Advisory Board member and past President of the Ohio Warden’s and Superintendent’s Association and is a member of American Correctional Association (ACA), ACA Auditor, North American Warden’s and Superintendent’s Association and American Parole and Probation Association. Tina’s Region was selected to pilot and implement the targeted violent offender program.


Kayla Ward
Parole Officer, OH Department of Rehabilitation and Correction


Kayla Ward attended Grand Valley State University in Michigan where she graduated with a Bachelor’s Degree in both Criminal Justice and Sociology, with a minor in Juvenile Justice. Prior to working with the Adult Parole Authority, she worked as Child Protective Services investigator in Grand Rapids, and Child Protective Services in Medina County Ohio. She has worked as a Parole Officer for the Ohio APA for just over three years, and currently supervises a Targeted Violent Offender (TVO) caseload.
