Bureau of Justice Statistics Presents: A Discussion on Community Corrections Data Collection Efforts

The Bureau of Justice Statistics (BJS) will present on updates on their community corrections data collections. This will include information from recently released community corrections reports, including Probation and Parole in the United States, 2023. This report presents statistics on adults under community supervision, including trends in the size and characteristics of the overall community supervision population, and statistical trends related to those populations. Additionally, presenters will discuss changes to the Annual Probation Survey in 2023, including a revised data collection instrument for misdemeanor-only supervising agencies. Presenters will also introduce the new data analysis tools available for both probation and parole data. Lastly, presenters will discuss a new data collection, the Survey of State Parole Agency Reentry Services, which aims to obtain national statistics on reentry services. Presenters will discuss the survey’s goals, structure, targeted questions, and administration.

SESSION PRESENTERS
Lindsay Bostwick
Statistician, Bureau of Justice Statistics
Lindsay Bostwick is a Statistician with the Reentry, Recidivism, and Special Projects Unit at the Bureau of Justice Statistics where she is a program manager for reentry and recidivism statistics. She has 20 years of experience working as a clinical social worker and researcher in criminal and juvenile justice. She worked for the Illinois Criminal Justice Information Authority designing and conducting numerous research studies, the Justice Research and Statistics Association (now JIRN), and the Pennsylvania Commission on Sentencing. She also taught courses on research methods, statistics, juvenile justice, and community corrections as an adjunct instructor at Loyola University Chicago and the University of Illinois Chicago. Lindsay received her B.A. in Sociology from the University of Cincinnati, an M.A. in Social Service Administration from the University of Chicago, and her Ph.D. in Public Policy and Management from Carnegie Mellon University.
Katrina Cole
Research Associate, Justice Information Resource Network
Katrina Cole is a Research Associate at Justice Information Resource Network where she serves as the Principal Investigator on the BJS-funded Survey of State Parole Agencies on Reentry Services and on the SMART Office-funded Sexual Violence Prevention Initiative. Her work is focused on sexual violence and public policy, survey methodology, and quantitative analysis. She received her Ph.D. in criminology and criminal justice from the University of Massachusetts Lowell in 2023 and her bachelor’s degree in psychology from San Diego State University in 2017.
Shaun M. Gann, PhD
Statistician, Bureau Justice of Assistance US Dept of Justice
Shaun Gann is a statistician in the Jails and Community Corrections Statistics Unit at the Bureau of Justice Statistics. He currently works on the Survey of Inmates in Local Jails (co-project manager), Annual Surveys of Probation and Parole, and National Corrections Reporting Program data collections. He previously served as an Assistant Professor in the Department of Criminal Justice at Boise State University and as a parole officer for the Arkansas Department of Community Corrections. Shaun received his Ph.D. in Criminal Justice from the University of Cincinnati and his M.A. and B.A. in Criminal Justice from the University of Arkansas.
Danielle Kaeble
Statistician, US Department of Justice : Bureau of Justice Statistics
Danielle Kaeble has been a statistician in the Jails and Community Corrections Statistics Unit at the U.S. Departments of Justice’s Bureau of Justice Statistics (BJS) since 2014. Her work is focused on corrections collections including the Annual Surveys of Probation and Parole and the National Corrections Reporting Program. Prior to coming to BJS, Danielle was a statistician at the U.S. Department of Commerce. She received her M.S. in Applied Economics at Johns Hopkins University’s Krieger School of Arts and Sciences in Washington, DC and her B.A. in Economics at the University of Colorado in Boulder, CO.
Erin Kennedy
Program Manager, Court Systems Research, RTI International
Erin Kennedy is a public health research analyst at RTI International with more than 19 years of experience in criminal justice and public health research. She works on projects related to prisoner experiences with incarceration, reentry, and sexual assault; corrections; law enforcement; and criminal justice. She currently works on several federally funded corrections projects, including the Annual Surveys of Probation and Parole.
Todd D. Minton
Chief, Jails and Community Corrections Statistics Unit, Bureau of Justice Statistics
Todd Minton is the Jails and Community Corrections Statistics Unit Chief for the Bureau of Justice Statistics (BJS). Todd has worked as a statistician for over 25 years, providing expertise to BJS, the U.S. Department of Justice, and the U.S. federal statistical system on topics related to jails and the measurement of demographic characteristics of inmates held in local and Indian country jails. Todd oversees a team of statisticians with a portfolio of data collections, including the Survey of Inmates in Local Jails (SILJ), Census of Jails (COJ), Annual Survey of Jails (ASJ), Survey of Jails in Indian Country (SJIC), the Annual Probation Survey, and the Annual Parole Survey. Todd holds an MS in criminal justice, with a specialization in corrections, from the University of Baltimore, and a BA in criminology and criminal justice from the University of Maryland, College Park.
