Improving Re-Entry Court Outcomes Through Research and Evaluations

This workshop will discuss the importance of evaluating re-entry court programs, more specifically a mental health re-entry court. A blueprint for getting started with a process evaluation will be shared, including evaluation design, recruiting researchers, using the process evaluation results, enhancing data collection, and sharing the recommendations to improve the re-entry court. Further, we will discuss conducting a follow up outcome evaluation of the re-entry court program. Additionally, modifications made during the COVID-19 pandemic that have persisted will be briefly discussed.

SESSION PRESENTERS

Julie Freeman
U.S. Probation Officer, U.S. Probation Office - St. Louis


Julie Freeman earned a Bachelor of Science degree in Psychology and a Master of Arts degree in Adult Clinical Psychology from Southern Illinois University Edwardsville. From 2013-2020, Julie held positions within the Missouri institutional setting. In 2020, Julie began working as a United Stated Probation Officer for the Eastern District of Missouri, where she serves as a member of the Mental Health Reentry Court team and supervises a mental health caseload.


Thomas Nolan
U.S. Probation Officer, U.S. Probation Office - St. Louis


Thomas Nolan has been employed as a United States Probation Officer in the Eastern District of Missouri for the past four years. He holds a bachelor’s degree in Criminal Justice from Western New England University and a master’s degree in Criminal Justice from the University of Massachusetts. Thomas has been employed in the criminal justice field since 2000, including various positions in probation, corrections, juvenile corrections, and private/nonprofit.


Jennifer Parker
Supervising U.S. Probation Officer, U.S. Probation Office - St. Louis


Jennifer has worked with ex-offenders for 15-years mostly with the persistently mentally ill. She is certified to provide clinical supervision for social workers and is a field instructor for student interns. She has an eclectic background including degrees in Biology (with a special love for Chemistry), Social Work, and Criminology, Peace Corps in Mali, and experience on small organic farms.
