This workshop will provide information on how the Georgia State Board of Pardons and Paroles is using technology to streamline our pardons process. The goal is to have a fully integrated online system that would allow application, investigation, Board voting, correspondence and the generation of orders in an electronic format. This process will simplify the submission of applications and make it more convenient for the applicant by decreasing the turnaround time on correspondence and eliminating the need to mail documents. The electronic platform will enhance customer service by providing notifications to applicants as their application status changes and moves through the process. As an agency, an electronic process will allow tracking by data points and the availability of statistical data to be utilized for analytical purposes, and information sharing. This enhancement will be the cornerstone for technological advancements into the future as we continue to identify and assess data trends.

SESSION PRESENTERS

Lisa Copeland
Deputy Director of Clemency, GA Board of Pardons and Paroles


Lisa D. Copeland is a 1993 graduate of the University of Nevada, Las Vegas with a BA in Criminal Justice. She began her career in the criminal justice system with the Nevada Division of Parole and Probation in November 1994, she supervised a caseload of sex offenders and a specialized caseload of DUI inmates. In May 1998 she relocated to Florida and became a Correctional Probation Officer. In December 1999, she moved to Georgia joining the State Board of Pardons and Paroles. As a parole officer she supervised sex offenders and was the liaison for the Project Safe Neighborhoods Initiative. In May 2003, she was promoted to Chief Parole Officer in Monroe, Ga. In July 2005 she transferred to the Clemency Division as a Hearing Examiner, responsible for the review of sex offender cases, problem residence cases and Residential Substance Abuse Treatment (RSAT) cases. In November 2012 she was promoted to the position of Senior Hearing Examiner, she remained in this role until her promotion to the position of Deputy Director Clemency in January 2019.


Crystal Moon
Clemency Division Director, GA Board of Pardons and Paroles


Crystal Moon is a 2018 graduate of the APPA Leadership Institute and is eager for the opportunity to do exactly what the Leadership Institute is designed to do. To prepare leaders to take APPA to the next level. She has volunteered to mentor students and monitor conference training. Currently, Crystal is the Director of Clemency Division with the GA State Board of Pardons and Paroles. Crystal has over twenty years of experience in the criminal justice field. During her tenure with the Parole Board, she created the Reentry Partnership Housing Program, for which she received the Innovations Awards in 2008. She was instrumental in implementing housing for medically incapacitated parolee's with Bostick Correct Care Nursing facility. Crystal holds a Masters degree in Criminal Justice from Boston University and a Bachelor degree in Political Science from Morris Brown College. She has completed Professional Leadership Development, Correctional Leadership Institute, and Georgia Corrections Pre-Command.


Kim Patton-Johnson
Director of Government Relations, GA Board of Pardons and Paroles


Kim Patton-Johnson was promoted to Deputy Director of Clemency Investigations during January of 2019. She began her career with the Parole Board as a parole officer in 1992. She has had numerous promotions and prior to being promoted to deputy director of clemency she was director of government relations. Kim has a bachelor’s degree in criminal justice from Middle Tennessee State University. Kim is a member of Georgia Association of Community Supervision
