With funding from the Koch Foundation, The APPA undertook a national survey of probation and parole departments to assess the impact of supervision fines and fees. We sought answers on how fines and fees impact agencies, supervisees, budgets, and what opinions are held by Officers are on this significant aspect of supervision. We will present the findings and engage in a discussion about the current state of fines and fees in the USA.

SESSION PRESENTERS

Travis Johnson
Program Associate, American Probation and Parole Association


Travis Johnson, is a Program Associate of Grants and Research with the American Probation and Parole Association. In his role, he assists with work on the association’s various grant-funded projects involving training, technical assistance, and research/evaluation to the community corrections field. Travis is currently working on several projects. BJA’s Project Safe Neighborhood as well as several different tribal initiatives. His interest lean towards supervision through technology and supervision of radicalized domestic terrorists. He received his Master’s in Safety, Security and Emergency Management from Eastern Kentucky University.


Gwyn Kaitis
Program Analyst, Council of State Governments


Gwyn Kaitis, MA, APPA Program Analyst has worked in the field of intimate partner violence for the past 25 years. Gwyn developed the Illinois Domestic Violence Hotline and worked extensively with the Chicago Police Department on projects aimed at reducing domestic violence as well as serving as instructor at the Chicago Police Academy. She now resides in Ruidoso, New Mexico where she serves as Chair of the New Mexico Intimate Partner Violence Death Review Team working with the State of New Mexico on violence reduction strategies. Her background includes working as the Policy Director for the New Mexico Coalition Against Domestic Violence and as Executive Director of a shelter for domestic violence victims and their children.
