This presentation will discuss a cross-pollination of local, state & federal agency task forces and how they can work together to deal with “high risk” threat groups under community supervision including street gangs and organized crime groups. Participants will learn strategic planning and professional networking tactics including: building partnerships with other law enforcement agencies. A review of positives and challenges with respect to multi-agency collaborative efforts.  How these efforts lead to successful multijurisdictional investigations, prosecutions and link with community supervision and reentry. Engagement, involvement and motivation though effective leadership strategies will be examined.

SESSION PRESENTERS

David Mulcahy
US Probation Officer, US Probation Office - SDNY


David T. Mulcahy is the Supervising U.S. Probation Officer for the Intensive Supervision Unit (ISU) in Southern District of NY. Officers in this Unit work with task forces from the FBI, ATF, HSI and the NYPD. Mr. Mulcahy serves as a Task Force Officer on the ATF/NYPD Joint Firearms Task Force. He is currently an Adjunct Professor at Pace University. Mr. Mulcahy has 29 years’ experience in the community correctional field.


Michael Nicholson
US Probation Officer, US Probation Office - SDNY


Michael P. Nicholson is a U.S. Probation Officer in the ISU Team. He is currently assigned to the FBI/NYPD Safe Street Gang Task Force. Before coming into the community correctional field, Mike served as a detective with the St. Louis Police Department for 10 years working with high-risk gang members.
