Improving Youth Outcomes through Data-Driven Decision Making

This presentation will describe how child serving agencies can implement FirstMatch®, an intelligent software application that will operationalize data and identify the most appropriate program for a youth based on a program’s historical outcomes. A prediction report is auto-generated to help decision-makers identify the likelihood of the referral achieving one or more desired outcomes such as: program completion, remain-out-of-care, permanency achieved, permanency maintained, recidivism reduction, and no deeper system involvement. The use of predictive analytics and machine learning has the potential to catalyze monumental change within the juvenile justice, child welfare, and behavioral health fields. Additionally, the use of machine learning can help reduce racial and ethnic bias at several decision points within the juvenile justice system. FirstMatch® tools can be customized to make predictions for child welfare and juvenile justice diversion populations, community-based programs, residential treatment programs for all types of treatment, re-entry planning, independent living programs, and foster care.

Mark Mortimer
COO, Adelphoi Innovative Solutions


Mark Mortimer is President and Chief Operating Officer of Adelphoi Village. Mark began his career at Adelphoi 20 years ago as a counselor, and subsequently became Supervisor of Adelphoi’s Middle Creek Secure Group Home, which was named PA Juvenile Court Judges’ Commission Program of the Year in 2005. He has also served as Director of Residential Services and as Vice President at Adelphoi Village. Mark oversees administration of all Adelphoi Village services, including residential, foster care/adoption, community-based and behavioral health programming. Mark is a graduate of Indiana University of Pennsylvania where he earned a Bachelor of Science in Criminology and an MBA.


Shawn Peck
Vice President, Adelphoi Innovative Solutions


Shawn Peck is the Vice President of FirstMatch® at Adelphoi Innovative Solutions. Prior to his current role, Shawn was the Project Manager at Penn State Evidence-Based Prevention and Intervention Support (EPIS) where he oversaw the implementation of the Standardized Program Evaluation Protocol (SPEP™) for Pennsylvania. As a Master Trainer with Vanderbilt University, he has provided technical assistance to probation departments in various states to implement the SPEP™ with service providers as well as trained state and local government stakeholders to interpret research findings. Shawn began his career in human services as a service provider with Abraxas in 2003. He holds a Master of Public Administration from Penn State University.
