Real-world leadership equates to the sum of 50% science plus 100% art. While this equation might not make sense at first glance, this profound truth prevails in applied leadership settings where team and organizational performance is high. We can indeed stretch ‘beyond the good’ of traditional collaborative leadership. We can achieve great leadership where there is collective synergy among individual members. That is the notion of co-elevation – where the collective totality of the group is far greater than the simple sum of its individual parts. Co-elevation is a phenomenon where individuals are interdependent and simultaneously support and challenge each other to become stronger, smarter, more agile, and more effective human and public servants. This presentation will provide a framework for Leading with Co-Elevation. Participants will be challenged to advance their leadership practice with art, with science, and with new tools and mindset strategies to strengthen their team and organizational performance.

Ms. Allison Brookes
Director of Strategic Operations, The Alliance for Community & Justice Innovation


Allison Brookes has over 17 years of experience leading innovation and change in the criminal justice system. After working in community-based corrections for many years, Allison became a champion of implementation science in the state of Colorado by leading a large-scale, multi-agency effort to implement Motivational Interviewing across behavioral health centers, halfway houses, probation offices, parole offices and prisons statewide. Allison knows that the principles of implementation science offer game changing tools for leaders in justice agencies to achieve socially significant outcomes and is a strong believer in strategies that involve co-elevating system players. Leveraging her experience leading teams in a progressive pretrial service agency, Allison specializes in complex implementation environments that require tackling wicked, often historical, adaptive challenges that get in the way of implementing transformational change.


Glenn Tapia
Director of Leadership and Organizational Intelligence, The Alliance for Community & Justice Innovation


Glenn Tapia is the Director of Leadership and Organizational Intelligence with the Alliance for Community and Justice Innovation (ACJI). Glenn has over 35 years of leadership and criminal justice experience in the public sector in Colorado to include 28 years in community supervision. His career includes 25 consecutive years with the State of Colorado in strategic oversight and advancement of Colorado’s community corrections systems to include his current full-time position as Director of Probation Services for Colorado’s Judicial Department. Glenn has over 11 years of executive leadership and management experience in both the executive and judicial branches of government. Glenn’s tenured experience with the state policy process, strategic implementation of evidence-based practices and programs, and multi-level collaboration is augmented with advanced education and experience with academic instruction. Glenn has an ardent commitment to excellence in criminal justice administration that is centered in the application of science to public safety policy.
