INVEST: Innovative Employment Solutions for Justice Involved Populations

INVEST is Los Angeles County’s collaborative, comprehensive, programming for the justice involved population. Probation and the Department of Economic Opportunity provide wrap-around support, assisting each Probationer into career path employment with a living wage. The model features co-case-management of Probationers by Deputy Probation Officers and Americas Job Center of California (AJCC) staff who have been trained by the National Institute of Corrections. They employ best practices in career coaching and development. This workshop will provide an overview of the Los Angeles County INVEST operation, as well as discussing programmatic research and outcome data. Further, we will explore possibilities for other jurisdictions to begin implementing like-programming.

SESSION PRESENTERS

Kalita Bible
Deputy Probation Officer II, Los Angeles County Probation


Kalita Bible has 15 years as a sworn peace officer. She is a Deputy Probation Officer II in LA County Probation’s INVEST program. Kalita is certified as an Offender Workforce Development Specialist (OWDS) by the National Institute of Corrections (NIC). She earned a BS in Criminal Justice from Dillard University.


Laurence Martin
Probation Director, Los Angeles County Probation


Laurence Martin has 23 years as a sworn peace officer. He is the Director of LA County Probation’s INVEST program and is a former APPA and California Probation Parole and Corrections Association presenter (2017). Laurence Earned a BA in Political Science from California State University, Los Angeles in 1998 and a MA in Organizational Leadership from Azusa Pacific University in 2008.


Whitney Moore-White
Human Services Administrator II, Los Angeles County Department of Economic Opportunity


Whitney Moore-White is a Human Services Administrator II for the County of Los Angeles Department of Economic Opportunity in the Workforce Operations Unit. She leads workforce programs which provide employment training and prepare justice involved adults for entry into career pathways in LA County. Whitney earned a Bachelor’s Degree in Psychology from Grambling State University and Master of Public Administration Degree with a specialization in Organizational Leadership from National University.
