An introduction to the Federal Pretrial Services Agency and the overall process of supervision, investigation and monitoring of federal defendants. Learn about U.S. Pretrial Services Officers critical role in a problem-solving court program, Conviction Alternatives Program (CAP). CAP offers post-plea diversion and deferred sentencing options. This sentencing alternative program involves team members comprised of U.S. District and U.S. Magistrate Judges, U.S. Attorney’s, Federal Public Defenders, U.S. Pretrial Services Officers and a licensed clinician working in collaboration to lower recidivism, prevent crime, and rehabilitate defendants at the pre-trial stage.

Katrina Chu
Pretrial Services Officer, US Pretrial Services Agency - NDCA


Katrina Chu has a Bachelor of Arts Degree in Criminal Justice. She began working with in 2010 as an intern. Upon graduation, she was promoted to an Operations Assistant, then to an Officer. Recently, she was promoted to an Intensive Treatment Specialist. At the present time, she is supervising the high intensity caseload within the Conviction Alternatives Program in San Francisco.


Timothy R Elder, II
U.S. Pretrial Services Officer, Intensive Treatment Specialist, US Pretrial Services Agency - NDCA


Timothy R. Elder, II, has a Bachelor of Arts in Sociology. He began working with the Santa Clara County Pretrial Services Agency dealing with a high intensity caseload. He later became an Officer with the U.S. Pretrial Services Agency in the Northern District of California. Recently, he was promoted to an Intensive Treatment Specialist and has been involved with supervising a high intensity caseload with the Conviction Alternatives Program.


Ms. Kalisi U. Kupu
U.S. Pretrial Services Officer, US Pretrial Services Agency - NDCA


Kalisi Kupu has a Master of Arts Degree in Public Administration and Bachelor of Arts Degree in Anthropology and Sociology. She started with the U.S. Pretrial Services Agency in the Northern District of California in 2010 as an intern. She was promoted to an Operations Assistant and then to an Officer in 2012. At the present time, she is supervising the high intensity caseload with the Conviction Alternatives Program in Oakland.
