Participants will learn how using policy changes to reinvent internal practices helped one agency achieve equity and better departmental outcomes for Probation youth in the community and foster care. Participants will become a Probation Officer for a day, be challenged to rethink their approach to achieving equity, and hear how California's foster care reform inspired Contra Costa’s use of practical tools, which dramatically reduced congregate care placements.

Kiki L Farris
Asst. Chief Probation Officer, Contra Costa County Probation


Kiki Farris is the Director of Specialty Field Services for Contra Costa County Probation in California. She is responsible for Prevention and Placement, and Pretrial, Court and Investigations for both adult and juvenile populations. She began her career as a Probation Counselor in Juvenile Hall, three months after earning a Bachelor’s Degree in Criminal Justice Administration from Cal State, Hayward in 2003. Her body of work includes a wide range of community supervision and court work, and becoming the departmental foster care expert as Placement Supervisor from 2016 to 2020. Throughout her career, she has applied the authenticity of lived expertise as an underprivileged child and young parent from Oakland, CA and she is known for her unconventional spirit, collaborative nature and passion for betterment.
