Managing the Evolving Pre-Trial Program

The newly passed California Senate Bill 129 provides $140 million in funding for “the implementation and operation of ongoing court programs and practices that promote the safe, efficient, fair, and timely pretrial release of individuals booked into jail,” along with $70 million to expand a pretrial pilot program. Pretrial services now under the jurisdiction of probation will create the need for probation departments to quickly implement a program to accommodate released individuals needing monitoring and services. While the intent to reduce reliance on incarceration without risking public safety is inarguably positive, SB-129 also imposes a burden on probation offices, putting them “under the gun” to quickly implement a comprehensive system of pretrial monitoring and services—all while maintaining their current caseload. During this presentation, we will review technology and services that can be used to create a program that supports your pretrial population as well as agency requirements.

Tom Corwin
Director of Strategy, SCRAM Systems


Tom Corwin is the Director of Strategy at SCRAM Systems working on product, sales, and technology strategy direction across all facets of their business. Tom started in the industry working in sales for BI, Incorporated for three years after graduating from Northeastern University with a BS in Criminal Justice. He now holds a master’s in project management from Northeastern University as well. After a brief stint working in national security for four years, he returned to work for SCRAM Systems in 2014. Since then, he has worked as an account manager, sales engineer and now runs the technical sales and strategy team for SCRAM. Throughout his eight years at SCRAM Tom has helped launch multiple products and partnerships, help implement and create the go to market strategies for products both domestically and around the world to include New Zealand, Australia, United Kingdom, and Canada. Tom’s current focus is developing the most innovative and customer beneficial product roadmap both in the hardware and software markets for the community corrections market around the world. Tom has been a part of teams that have trained the FBI on GPS technology, assisted in a GPS evidence training at APPA 2022, and has presented at CTA 2022, NADCP Rise 2022 twice, and APPA 2022 twice.


Gonzalo Mendez
Division Chief, San Diego County Probation


Gonzalo Mendez is a retired Deputy Chief Probation Officer who served the county of San Diego for 27 years. Throughout his career he was instrumental in developing and implementing adult supervision programs. He is a former professor at San Diego State University School of Public Affairs. He has a BS and Masters in Criminal Justice and Criminology.


Mr. Danny Prokosch
VP of Business Development, SCRAM Systems


Danny Prokosch is the Vice President of Business Development at SCRAM of California/Nevada/Arizona/Hawaii/Idaho covering Northern California and Nevada. He has been with SCRAM of California for 7 years and working in the criminal justice field for 15 years. Prior to working at SCRAM of California, Danny worked as a Regional Sales Manager for SCRAM Systems. He has a BBA in Marketing and Sales from California Polytechnic State University in San Luis Obispo.
