Predicting Violence in Ohio: Session One of Two

Staff from the Ohio Department of Rehabilitation and Correction have generated, piloted, and launched the statewide use of a violence predictor risk assessment (VPRA). It is used as a trailer to ORAS and administered by Assessor Parole Officers prior to release from prison. Supervisees who are identified as a high risk to violently reoffend, Targeted Violent Offenders (TVOs), are supervised more closely in the community. In this unique session, you will hear from research staff involved in construction of the tool, administrators who led the effort, and assessor parole officers who administer the VPRA and help identify some of the most violent offenders being released from Ohio’s prisons. This session can be a stand alone or participants can choose to attend part 2 which will get into the supervision of Targeted Violent Offenders.

SESSION PRESENTERS

Jessica Dennis
Superintendent, OH Department of Rehabilitation and Correction


Jessica Dennis currently serves as a Superintendent for the Adult Parole Authority at the Ohio Department of Rehabilitation and Correction (ODRC). In this role, she aims to improve the lives of supervisees by incorporating evidence-based practices and risk reduction strategies into post release supervision. Jessica has over 22 years of experience and has served in many roles at ODRC including- Parole Officer, Investigator, Deputy Warden, and Deputy Director.


Brian Kowalski
Social Science Research Supervisor, OH Department of Rehabilitation and Correction


Brian Kowalski is a social science research supervisor in the Bureau of Research and Evaluation at the Ohio Department of Rehabilitation and Correction. His agency work mostly involves operations-related research including security classification, institutional misconduct, and risk assessment.


Brian Martin
Chief of the Bureau of Research and Evaluation,


Brian D. Martin has served as Chief of the Bureau of Research and Evaluation at the Ohio Department of Rehabilitation and Correction since January 2017. He has over 25 years of professional experience working in the areas of correctional policy evaluation, predictive analytics, and legislative impact analysis. Dr. Martin received his Ph.D. in Sociology from The Ohio State University in 1997. He is a member of the American Society of Criminology and Institutional Corrections Research Network and has previously served on the Advisory Committee to the Ohio Criminal Sentencing Commission.


Amy Studebaker
Parole Program Specialist, OH Department of Rehabilitation and Correction


Amy Studebaker is currently a Quality Assurance Analyst in the Division of Parole and Community Services and is responsible for continuous quality improvement efforts regarding the assessments and Evidenced Based Practices. She is a certified trainer of several cognitive behavioral intervention programs.


Chad Turner
Parole Officer, OH Department of Rehabilitation and Correction


Chad has been with the Department for 7 years and with the Adult Parole Authority for 4 years. He took the position of Assessor Parole Officer in November 2021, which is his current role. Part of his duties have included administering the VPRA assessments during the pilot and after the full implementation.
